Title: Arizona to Spend More on ELLs or Face Fines
Body: In the latest ruling in a case begun in 1992, the U.S. District Court of Arizona has ordered the state to begin adequate funding of programs for English language learners or be fined $500,000 per day for 30 days. 160,000 English-language learners have been exempted from state high school exit exams until the matter is resolved. The defense argued that federal funds for ELLs are not being taken into account, and that the students' motivation is waning now that they may not have to take the exam. Title: Context Drives New Hebrew Curriculum
Body: Students at the Gray Academy of Jewish Education in Winnipeg, Canada are not learning Hebrew by memorizing relatively meaningless phrases, but rather by solving problems and discussing relevant issues in the language. Using a curriculum created by Hebrew University in Israel for North American schools, the Academy is using immersion techniques, with students studying some subjects in English and others in Hebrew. Malone, Center for Applied Linguistics Benjamin Rifkin, Temple University Donna Christian and Dora E. Johnson, Center for Applied Linguistics Introduction The need for individuals who can speak and understand languages other than English is acute in many sectors in the United States, from business and social services to national security and diplomacy. The September 26, 2001, report of the House Permanent Select Committee on Intelligence (H.R. Rep. No. 107-219, 2001) identified language as the single greatest need in the intelligence community. The late Senator Paul Simon (2001) pointed out that “some 80 federal agencies need proficiency in nearly 100 foreign languages. While the demand is great, the supply remains almost nonexistent. Only 8% of American college students study another language.” Of the relatively small number of individuals in the United States who learn languages other than English, an even smaller number achieve a high level of proficiency in the language(s) they study. Developing a cadre of professionals with high levels of proficiency in both English and another language will require significantly greater resources than are currently allocated to language education and training, particularly in higher education. This digest investigates the availability and adequacy of teaching methods and tools, information technologies, and testing procedures to help language learners achieve high levels of proficiency, and suggests ways to help develop highly proficient speakers of languages other than English in the United States. Body: From http://www.humboldt-foundation.de/en/programme/preise/kova.htm Sofja Kovalevskaja Award for outstanding young scientists and scholars In 2006, the Alexander von Humboldt Foundation will grant the Sofja Kovalevskaja Award, which is funded by the Federal Ministry for Education and Research, to young scientists and scholars from abroad with outstanding research records. The aim is to give award winners an opportunity to concentrate on high-level, innovative research work of their own choice in Germany, virtually without administrative constraints, and thus to promote the internationalisation of research in Germany. The award should allow the winners to finance their own working groups at their selected German university and non-university research institutions and to cover their living expenses. Recipients of the Sofja Kovalevskaja Award will be granted funding totalling up to 1.2 million EUR to conduct research of their own choice during a period of four years commencing immediately after the Award Ceremony. Completed applications must be received by January 4, 2006, at the latest. This deadline is not exclusive. However, it may not be possible to process incomplete applications or those received after this date during this round of applications.
