Title: Summer STARTALK Program for Early Language Learning
Body: This summer, the Delaware Department of Education will be collaborating with the Cape Henlopen School District and the University of Delaware to bring a three-week learning opportunity for Chinese teachers of early language learners, July 12-30, 2010. The three weeks will be divided into two parts: a one-week intensive methods course designed to teach Chinese to early language learners and a two-week practicum experience working with elementary students during a STARTALK language camp. Dr. Helena Curtain will be leading the methods course and Dr. Renee Dong from the University of Delaware will facilitate the practicum experience. Participating teachers will receive free-of-charge 20 nights of lodging, breakfast and lunch daily (excluding weekends), textbooks and all classroom materials. Participants will receive continuing professional development hours or may register to receive graduate school credit from the University of Delaware. There is no fee to receive professional development hours, but participants will be responsible for all fees related to receiving credit from the University of Delaware. Body: The U.S. Department of Education seeks qualified individuals interested in reviewing applications for the Foreign Language Assistance Program (FLAP). These reviewers will independently read and evaluate applications submitted to the Department. Qualifications: The Department is particularly interested in recruiting individuals with experience in an institution of higher education teacher education program preparing teachers to teach foreign languages or administering a program that prepares teachers to teach foreign languages, but will consider other foreign language education experience. * Recent experience in an institution of higher education preparing teachers to teach foreign languages in elementary or secondary U.S. public schools, or * Recent experience in an institution of higher education administering a program that prepares teachers to teach foreign languages in elementary or secondary U.S. public schools, or * Recent experience teaching foreign languages in an elementary or secondary U.S. public school, or * Recent experience administering foreign language programs in a local educational agency or a state educational agency. * Must have the ability to use technology to complete reviews. Review Period: * Reader Training: April 29, 2010 (afternoon webinar) * Tentative Reading Period: May 3-12, 2010 All materials and grant applications will be available on-line. Title: Language-Related Legislation
Body: Several important pieces of legislation that could have significant impacts on language education are being proposed. --- The FLAVA Board is following several legislative issues that could affect foreign language and dual language education. First, The House Education and Labor Committee announced plans for reform of the Elementary and Secondary Education Act - currently known as No Child Left Behind. Stakeholders can send the committee their input and suggestions at eseacomments@mail.house.gov. The deadline for comments was March 26, 2010. Second, there are several proposed bills supporting language education: * H.R.3359 U.S. and the World Education Act* to promote international education in elementary and secondary schools and develop an international research repository through a federal competitive grant program. * H.R.3753 Providing Resources to Improve Dual Language Education Act* to award grants to partnerships for the implementation of dual language demonstration programs designed to enhance and assess bi-literacy, bilingualism, and multicultural skills of low-income minority and LEP students from preschool through grade five. *H.R.4065 Foreign Language Education Partnership Program Act* to establish partnership programs in foreign languages and to make incentive payments to develop and maintain model programs that support articulated language learning in kindergarten through grade 12.
