Title: Report: The New Administration, the 111th Congress, the Economic Stimulus Package, and Languages
Body: From http://www.clta.net/advocacy/administration.html Now that the President and Congress have been in office for a month and produced a massive economic stimulus package, it might be useful to speculate a bit on the role of languages in the United States in the near future. In addition to the economic recovery act, it is our understanding that the omnibus appropriations bill for this fiscal year (the nation has been running on a continuing resolution) has been conferenced and should be enacted within a week or two. While it is not certain, foreign languages should receive a small spending increase. Three bills dealing with language – English Plus, English as the Official Language, and grants to LEAs for foreign languages – have already been introduced in the 111th Congress. Title: Editorial: U.S. Must Deploy More Foreign Diplomacy Personnel
Body: From http://www.politico.com/news/stories/0609/24159.html U.S. must deploy more foreign diplomacy personnel by former Secretaries of State Henry Kissinger, George Shultz, James Baker, Lawrence Eagleburger, Warren Christopher, Madeleine Albright, Colin Powell and Condoleezza Rice June 25, 2009 National security is about more than bullets. “Smart power,” “soft power” and the “Three D’s” — development, diplomacy and defense — are widely accepted as important and effective foreign policy principles. Unfortunately, when it comes to the federal budget, diplomacy, development and democratic governance too often get short shrift. A recent report — “Foreign Affairs Budget of the Future,” by the American Academy of Diplomacy, in cooperation with the Stimson Center — has documented the problem and the need. The report makes the point that sending diplomats abroad without language skills is like deploying soldiers without bullets. Yet nearly 30 percent of positions that require foreign language skills are filled by officers without them. Title: Court Rules in Favor of State in 17-year English-learner Battle
Body: From http://www.azcentral.com/news/articles/2009/06/26/20090626flores0626main.html Court rules in favor of state in 17-year English-learner battle Justices: Court didn't weigh recent educational efforts by Pat Kossan June 26, 2009 The U.S. Supreme Court took a major step toward ending a 17-year legal battle Thursday, saying lower courts erred by focusing too much on forcing Arizona to spend more money to help students who haven't yet learned to speak, read or write English. The court voted 5-4 to send the Flores vs. Arizona case back to the 9th U.S. Circuit Court of Appeals with instructions to consider whether Arizona has complied with civil-rights law by improving both English-learner programs and K-12 education overall. Title: Article: Increase Your Creativity: Live Abroad
Body: From http://www.scientificamerican.com/podcast/episode.cfm?id=increase-your-creativity-live-abroa-09-06-14 Increase Your Creativity: Live Abroad Recent research shows that people who have lived in a foreign country are more creative when it comes to solving problems. Christie Nicholson June 14, 2009 A study published recently in the Journal of Personality and Social Psychology found evidence that living abroad enhances creative thinking. Researchers tested the creativity of business students. Students were given a candle, box of tacks and matches, and were told to construct a way to attach the candle to the wall, so that wax would not drip on the floor. And it turns out that the length of time spent living abroad is a significant predictor of coming up with the most creative solution. Body: From http://news.medill.northwestern.edu/chicago/news.aspx?id=134023 Northwestern professor's research shows advantages of bilingualism by Sarah K. Norris June 10, 2009 Northwestern professor Viorica Marian’s research into how bilingual people learn language is producing answers about how the brain learns language and providing new information about people who are quickly becoming a worldwide majority. “We really didn’t know what we would find out when we started this project,” Marian said. “But it quickly became apparent that bilinguals are much better at learning language than monolinguals.” Read the full article at http://news.medill.northwestern.edu/chicago/news.aspx?id=134023 .
