Title: Call for Papers: Conference on and for Arabic Programs in US Military Academies and Government Institutes
Body: The US Naval Academy invites submissions of paper abstracts for a conference on U.S. Government Arabic Programs to be held at the U.S. Naval Academy February 19-21, 2009. The central topics of the conference are: •Impediments to the teaching and learning of Arabic •Assessment of Arabic students, classes and programs •Creative responses to the DOD framework for regional and cultural expertise In addition to these topics, we invite student demonstrations of Arabic skills and presentations of other academic and linguistic products by students of U.S. Government Arabic Studies programs. Please refer to the attachment below for detailed descriptions of conference topics and outlines for student participation. We wish to encourage the use of Arabic in this conference to the furthest possible extent, but proposals for presentations in English are most welcome. Student presenters from USAFA and USMC may be housed at USNA. Other participants requiring housing will be able to book hotel rooms within walking distance of the Naval Academy. There may be funds to help defray some of the travel costs of participation for some presenters. Details of such arrangements will be discussed in conjunction with acceptance of proposals for participation.

Body: The World Languages Academy, University of Oregon, is seeking qualified applicants for possible adjunct instructor positions in its Arabic, Korean, Portuguese, and Swahili language programs for the 2008/2009 academic year. Positions are part or full-time, limited duration appointments subject to possible renewal for up to three years, depending on need, funding and performance. Beginning salary $30,000/academic year. It measures the everyday English skills of people working in an international environment. ETS is launching the TOEIC Speaking and Writing Tests and is currently seeking qualified raters. Rater Tasks - Raters will score spoken or written constructed responses for the TOEIC test using a secured computer from their home or office. Raters will evaluate examinees' responses by using ETS's Online Scoring Network (OSN) system. Rater Training - Approved TOEIC raters will self-train using the online tutorial followed by certification. Successful certification for the operational version of TOEIC (called STOEIC) is required to become a rater. Certified raters will be eligible to score the practice test (TOEIC), operational test (STOEIC), and institutional test (ITOEIC). Work Schedule and Compensation - TOEIC rating sessions will be scheduled on a monthly basis. Raters will work in four- or eight-hour increments and earn $15 per hour. Spanish, long the most popular foreign language, hasn't grown in dominance over other languages, but total enrollment in language classes at the middle school level has surged, said Suzette F. Wyhs, who oversees foreign language instruction for the school district. Two years ago, before any of the students with elementary school Spanish had reached eighth grade, 16 percent of Loudoun eighth-graders did not take a foreign language. The number has plummeted. Wyhs said the figures suggest that students who have been through the elementary program are less intimidated about pursuing foreign language studies -- and with good reason, she said, pointing to research that shows that learning one nonnative language makes it easier to learn another. By Amanda Litvinov October 2008 What does it say about America that we are the only industrialized nation that routinely graduates high school students who speak only one language? Frankly, it says that if you want to talk to us—to do business with us, negotiate peace with us, learn from or teach us, or even just pal around with us—you'd better speak English. The fact that we're woefully behind in world language skills has long registered somewhere between, "Hmmm," and "Yeah, so?" on the national priority gauge. (Compare that to our panicky responses to indicators that we're not on top in math and science.) But the English-only-is-OK attitude may be on the way out. A series of wake-up calls relating to national security, diplomacy, and economics—for example, the scramble to find Arabic translators after 9/11 and the struggle federal agencies faced aiding the Gulf Coast's sizable Vietnamese community post-Katrina—elicited voices of concern from the business community, the Department of Defense, educators, and families, all dismayed by our collective ignorance of world languages and cultures.
