Success with Multicultural Newcomers and English Learners

Through their longitudinal studies and work with hundreds of schools, Margarita Calderón and Shawn Slakk, authors of the book Success with Multicultural Newcomers and English Learners: Proven Practices for School Leadership Teams, have found the best way to teach vocabulary, discourse, basic reading comprehension, and text-based writing integrated with content areas and texts. The authors will share how not only ESL teachers, but also all core content teachers in a school can easily integrate vocabulary, reading comprehension, and writing into every subject. Establishing a whole-school climate for Newcomers and all students entails training all teachers, counselors, coaches, staff and administrators in the school.

We've been closely monitoring the Seal of Biliteracy movement in InterCom, and more recently the Global Seal of Biliteracy initiative (https://caslsintercom.uoregon.edu/content/25561). Naturally, we're also very proud of the 210 students here at the University of Oregon who just earned a Global Seal of Biliteracy this year (https://rl.uoregon.edu/2019/06/10/uo-language-students-earn-global-seal-of-biliteracy/).

You can keep up with the latest news about the Global Seal of Biliteracy in this recent blog post by Linda Egnatz, the executive director of the program. Among other news, she focuses on the importance of viewing this credential as one step in the life-long journey towards greater and greater language proficiency.

Meanwhile, on June 5, Representative Julia Brownley [D-CA-26] reintroduced H.R.3119 or the “Biliteracy Education Seal and Teaching (BEST) Act”. This bill would create a program of 2-year grants to State Education Agencies (SEAs) to develop, implement, or improve the Seal of Biliteracy, with additional funding for high-impact districts to defray the cost of testing. "The traditional answers include earning a graduate degree in education, attending a professional organization like TESOL, or going to an employer’s professional development workshop. They all work. However, these traditional answers also require some money or access to credit. Yet the internet and social media also open up new options. They provide us with other, more affordable choices. Free, quality ELT, EFL, and ESL resources surround us.

"We can form our own bespoken Personal Learning Network (PLN) today. In other words, we can choose to follow fellow educators and researchers on Twitter, Facebook, or LinkedIn. For a growing number of English language teachers and trainers around the world, these posts, threads, and chats provide an astonishing range of perspectives and experiences. As a result, we can follow our own intellectual interests and design our own professional development program. As my friend Brent Warner noted in a 2015 CATESOL presentation on Twitter, you can often learn more – for free – from your PLN than by earning a very expensive graduate degree in TESOL. What’s not to like?"

In this two-part blog series, Judie Haynes outlines ten different types of scaffolds that strengthen an English learner’s comprehension of content. 
 
Part 1 details the following strategies:

• preteaching academic vocabulary and key concepts; and
• supporting EL writing using sentence frames.
