Body: The Internationals Network for Public Schools and Long Island University are currently accepting applications for the 3rd cohort of I-START--an innovative 18 month urban teacher residency program that provides teacher certification and a masters degree in TESOL. As part of this program, teaching residents apprentice alongside an experienced mentor teacher in an International High School, small public high schools in New York City that all serve recent immigrant English language learners. You will be a Language Training Supervisor (LTS) in the U.S. Department of State, at the Foreign Service Institute. The Foreign Service Institute is recruiting a Supervisory Language Training Specialist for Southeast Asian languages. In your position as Language Training Supervisor you will: --Manage and direct a portion of the Southeast Asian language training program, including courses which vary widely in length, frequency, and the number of Language and Culture Instructors (LCI's) and students supervised. --Recruit, train and develop Language and Culture Instructors to teach the languages and cultures of Southeast Asia. --Develop and monitor language training program(s) to bring students to high levels of language proficiency. --Manage groups of instructors and students whose political, cultural and religious differences make coordination and counseling efforts interesting and challenging. --Design new courses and make extensive revisions in existing training courses. --Become certified to administer and score official proficiency tests. The Foreign Service Institute is the Federal Government's primary training institution for officers and support personnel of the U.S. foreign affairs community, preparing American diplomats and other professionals to advance U.S. foreign affairs interests overseas and in Washington. Title: FY 2010 Appropriations
Body: From http://groups.google.com/group/jncl-nclis/web/fy2010-appropriations?hl=en On December 16, 2009, the President signed H.R. 3288, the Consolidated Appropriations Act, 2010, which includes appropriations for the Department of Education for fiscal year 2010. As the Department was operating under a Continuing Resolution to fund programs at 2009 levels until December 18, the Consolidated Appropriations Act, 2010 provides the overdue figures for education, among several other agencies. In looking at programs that support foreign languages and international education, many of these were level-funded from last year, among them are Baccalaureate and Master’s STEM grants and Javits Fellowships. A number of programs received small to moderate increases, such as the Fund for the Improvement of Education ($135.5 million), Civic Education ($35 million), Byrd Honors Scholarships ($42 million), SMART grants ($1,010 million). Of particular interest, the Foreign Language Assistance Program (FLAP) was increased by $600,000 for $26.9 million, and Teach for America was reinstated at $18 million. More significant funding increases came for Charter School Grants ($256 million total), Federal Pell Grants ($20.5 billion), Recruiting and Training High Quality Teachers/Principals from $97.3 million in 2009 to $400 million, Title VI/Fulbright-Hays ($125.9 million), and $159.4 million for the Fund for the Improvement of Postsecondary Education (FIPSE). A smaller number of programs were decreased in funding levels, including Educational Technology State Grants ( from $269.9 million to $100 million), Teacher Quality Partnership ($50 to $43 million), and Magnet School Assistance (to $100 million). Two programs, Early Reading First and National Institute for Literacy in Adult Education, were eliminated. TEACH grants, eliminated in 2009, have not been reinstated. California State University, Northridge assistant professor of psychology Janet S. Oh wanted to take that concept a step further. She wondered whether early experience with a language - say before the age of one - can still help an adult many years later to acquire that language more easily that an individual who has not had such early exposure. "Early indications are that it does," said Oh, who published the results of her pilot study in the latest issue of the Journal of Child Language. Oh's pilot study compared 12 adults adopted from Korea by U.S. families as young children to 13 participants who had no prior exposure to Korean. "They were infants when they came to the United States so they weren't even speaking yet, and all exposure to Korean language and culture was pretty much cut off. Yet, when they started studying Korean as adults they clearly mastered learning the sounds that make up the language much easier than those who never had exposure to the language." The program is offered through the UO’s Center for Applied Second Language Studies, which has had a similar partnership for several years with a Japanese university, Zhang said.
