Facilitate the recommendation of the ELD study team and coordinate the continued meeting of this group (i.e. home language survey, exit criteria, student profile portfolios, etc. 2. Devise and implement a well planned awareness and orientation program for all staff, parents, community and students 3. Help create an ELD program that is consistent throughout the district, but still allows for each building to create a program that uses its unique strengths 4. Advise building and district administrators as needed on issues concerning the ELD program 5. Facilitate the revision of the Lau Plan and blend it with the District Strategic Plan and the CDIP 6. Assist in oversight and monitoring of federal grants and programs that support the ELD program 7. Determine which assessments will be used district wide, and for what purposes. Identify and implement a tracking system to assure compliance with state standards and NCLB 8. Assist in the planning of staff development that focuses on equity and diversity K-12. This should be included in all School Improvement Plans and monitored and evaluated regularly 9. Design a purposeful mentoring/monitoring procedure that will assist mainstreamed ELL students who will be monitored in their initial transition years according to NCLB 10. Assist the Upper Elementary and Secondary schools to define their program services, capacity, and instructional emphasis Qualifications: 1. Oregon Teaching License 2 Extensive knowledge in the development and implementation of a dual language program 3. Successful experience teaching in a dual language program 4. Ability to work cooperatively with district and school staff and parents 5. Bilingual/Biliterate English/Spanish preferred 6. Ability to manage multiple projects 7. Title: Superintendent's Update #26
Body: From: "HUGGLER Nick" 2. AYP Regional School Improvement Workshops Under the new accountability requirements of No Child Left Behind, more than 350 Oregon schools and 100 districts were recently identified as not making Adequate Yearly Progress. There have been many questions from districts about this designation and its potential impact on funding and education improvement efforts. The Oregon Department of Education's initial work with districts and schools about AYP issues suggests that many districts have questions unique to their students and communities about AYP. The Oregon Department of Education is offering meetings with a cross-agency ODE team to meet one-on-one with district superintendents in the field. Superintendents may also select and invite members of their staff to attend the meeting. We encourage local district leaders to include any community or education partners who may be of help to a district as they review the AYP data and look at potential actions by a district in addressing AYP accountability. ODE will be conducting these meetings in a series of regional visits in September and early October. For individual districts wanting to take advantage of this service, ODE will schedule ninety-minute meetings at a local district, ESD or other regional location. Priority will be given to districts that did not make AYP and/or have schools that did not make AYP as indicated on our latest reports. If Superintendent's wish to schedule a meeting with an ODE AYP Support Team in their region, they should register on the ODE Events Registration website at: . 3. 2003-2004 e-Learning Professional Development Series On October 6, The Oregon Department of Education will announce a year-long Professional Development Series for teachers, administrators, and other educational staff statewide. The 2003-04 Series will be available: * via the Oregon Access Network (our educational videoconference network), * live via video stream on the ODE website, * on-demand at any time through the ODE e-Learning Distance Education website (currently under construction). ODE plans to make this professional development strategy one that will fulfill the needs of educators throughout the state. The first of the series will be held live and interactive on October 6, 2003, from 10:30 a.m. - 11:45 a.m. and will feature Deputy Superintendent Pat Burk who will provide the current highlights of No Child Left Behind, and how the ODE will support schools and districts in meeting the requirements of this act, such as making adequate yearly progress and narrowing achievement gaps. This presentation will also be available via video stream. Educators can visit a URL address on their desktop computer and tune into a RealOne video streamed version of the videoconference as it is happening. We will announce that URL prior to the October 6 videoconference. ODE invites Oregon Education Service Districts to host the videoconference series for educators in their region. Title: Grants For After-School Programs In High Poverty
Body: From: "VICTOR Brad" Schools, Community Groups Urged to Apply Grants Available For After-School Programs In High Poverty Communities SALEM - State Schools Superintendent Susan Castillo has announced an opportunity for communities to begin or expand out-of-school time programs through a competition for $1.5 million for federal 21st Century Comunity Learning Center grants. The program provides grants for communities and schools to offer academic and enrichment programs during out-of-school time and education along with family literacy opportunities for family members of participating children. School districts, education service districts, community-based organizations and faith-based organizations are eligible to apply. The program, which is Title IV B of the federal "No Child Left Behind" Act (NCLB), is targeted toward high-poverty communities to help children achieve academically and provide quality out-of-school programming. Schools and community organizations are encouraged to apply in partnership. Application available: ODE website at http://www.ode.state.or.us/iasa/21stcent/index.htm> . Deadline: Must be postmarked or delivered to ODE by 5:00 p.m. Nov. 18, 2003. The Education, Science and Technology Ministry likely will stop paying foreign students scholarships ranging from 50,000 yen to 180,000 yen monthly if their academic performance is unsatisfactory, ministry sources said Wednesday. The plan is part of efforts to review the ministry's policy toward foreign students in fiscal 2004, with the aim of ensuring more high-achieving foreign students coming to Japan. According to the sources, the ministry also will establish a two- to three-year program for Japanese students to obtain masters and doctorate degrees at overseas universities. The ministry plans to map out concrete measures after the turn of the year based on proposals to be made by the Central Council for Education, an advisory panel to the education minister, the sources said.
