Govt likely to stop paying failing foreign students' scholarships

The Education, Science and Technology Ministry likely will stop paying foreign students scholarships ranging from 50,000 yen to 180,000 yen monthly if their academic performance is unsatisfactory, ministry sources said Wednesday.

The plan is part of efforts to review the ministry's policy toward foreign students in fiscal 2004, with the aim of ensuring more high-achieving foreign students coming to Japan.

According to the sources, the ministry also will establish a two- to three-year program for Japanese students to obtain masters and doctorate degrees at overseas universities. The ministry plans to map out concrete measures after the turn of the year based on proposals to be made by the Central Council for Education, an advisory panel to the education minister, the sources said.
