Title: Call for LTRC 2019 Pre-Conference Workshop Proposals

The Language Testing Research Colloquium (LTRC) 2019 organizing team would like to put out an open call for leaders for the pre-conference workshops at the 2019 LTRC in Atlanta, Georgia. If you are interested, please fill out the following survey: https://msu.co1.qualtrics.com/jfe/form/SV_86d7pO12rws205f 
 
The deadline for pre-conference workshop leader applications is October 1, 2018, midnight (anywhere on Earth). We will begin reviewing the proposals on October 2, 2018 (at 9 AM Eastern time, USA), and will email you by October 15, 2018 with decisions. We ask for the following: 
 
(1) Workshop topic (We have a few suggestions on the form that you may review.)
(2) Workshop title
(3) Your selection of time slots for your workshop 
(4) The workshop leaders and their contact information (title, affiliation, email), including their CVs.
(5) A one- to two-page workshop outline, with the title, leader names and affiliations, prerequisites, goals, and agenda. A sample workshop proposal can be downloaded from the survey. 

Notes: LTRC 2019 will be March 4-8, 2019, in Atlanta, Georgia. The pre-conference workshops will be on March 4 and/or 5. All events will be at the Marriott Courtyard in downtown Decatur, GA. Diegnan Bill to Establish Dual Language Immersion Program Passes Senate
July 24, 2018

Legislation sponsored by Senator Patrick J. Diegnan, Jr. to establish a grant program for school districts and charter schools to develop dual language immersion programs cleared the full Senate last month.

“The best way for a student to excel in a foreign language is an immersion program,” said Senator Diegnan (D-Middlesex). “The ability to be bilingual or multilingual is increasingly necessary for study, work and coexistence, and provides cultural awareness to children at a young age. It also gives young people a more pluralistic vision of the world which helps them be prepared for the demands of the 21st century labor market. Most importantly it contributes to the economic diversity and growth of our state.”

...The bill would establish the Dual Language Immersion Program Fund as a non-lapsing revolving fund in the Department of Education to finance the grant program.

The bill was cleared by the Senate with a vote of 35-1.

Title: Open Comment Period: Encourage Charter Grants to Prioritize Native American Languages

The Office of Innovation and Improvement, along with the Department of Education is receiving comments to proposed changes in the way the Department allocates grants to charter management organizations. The open comment period ends August 27, 2018.

Grants to Charter Management Organization for the Replication and Expansion of High-Quality Charter Schools (aka “CMO grants”) Changes to the priorities, requirements, and selection criteria to the CMO grants have a tremendous affect which CMOs receive funding from future grant competitions.

JNCL-NCLIS encourages its members to submit comments recommending the CMOs show preference toward CMOs with plans for dual language immersion programs, “provided support to such dual language immersion schools shall include distinct attention to schools taught primarily through the medium of a Native American language as established under the Native American Languages Act of 1990, Sec. 104 and 105.”

This fall, with help from the South Korean government, the Korean American Center will scale up its work to meet the growing demand for Korean-language classes in Orange County.

Now officially recognized by the King Sejong Institute — which is part of South Korea’s Ministry of Culture, Sports and Tourism — the KAC will hire more teachers, strengthen its curriculum, offer study-abroad opportunities and host more cultural events. The center is affiliated with Korean Community Services in Buena Park.

...Since 2012, King Sejong Institutes have been established in more than 50 countries to teach the Korean language. The United States has only a handful, including at the Korean Cultural Center in Los Angeles. This year, the Korean American Center’s language program — which has been renamed the Irvine King Sejong Institute at Korean American Center — was the only U.S. program selected for the designation.

With more and more schools interested in establishing or expanding Chinese language and immersion programs, the need for identifying, recruiting, and supporting Chinese language teachers is increasing. One of the useful sources for Chinese language teachers is Chinese language teachers from abroad. The issues are complex, and the paths are complicated, but the rewards can be enormous with regard to having an international Chinese language teacher in your school and community.
