Principal Surveys to Help Build Better ELL Policy
By Sarah D. Sparks
July 1, 2014

Advocates and researchers have launched a new tool to help policymakers better analyze and report the needs of shifting English-learner populations at schools from year to year.

The English Language Learner Program Survey for Principals, created by the English Language Learners Alliance and the Regional Education Laboratory Northeast & Islands at the Education Development Corp., collects data on how schools serve English learners in an array of areas, including:

 Whether and how staff monitor ELL-student progress;
 Teachers' and principals' beliefs about English learners, such as cultural differences or language proficiency and learning disabilities;
 How English-language teachers are evaluated; and
 Types of professional development around English learners that principals have taken or would like to have.

Learn more about and access the survey at http://blogs.edweek.org/edweek/learning-the-language/2014/07/principal_reports_to_build_bet.html

From Language Skills to Teaching Prowess
by Montserrat Villar González

There are many paths to becoming a teacher of a second or foreign language: for some, it’s the natural progression from studying a language; others start by giving informal individual, private, or group classes or helping friends study their own language. Having lived in a country where demand for your language is high doesn’t count as concrete training, but it may make you realize that teaching is a skill worth developing. In the moment in which, in a constant and conscious way, someone starts to work in this field (not as mere fun or to help friends), this person becomes a language teacher and, in many cases, will become a professional who will develop their career throughout their life.

Title: Students at UO Complete Only Residential STARTALK Swahili Program by Mandy Gettler, CASLS Associate Director
Body:

Twenty-four high school students from across the country gathered at the University of Oregon campus in June 2014 for the third annual Shule ya Umoja: Swahili College Readiness Academy, the only residential STARTALK Swahili program, offered by the Center for Applied Second Language Studies (CASLS).

For two weeks, students attended classroom instruction in the morning led by UO Swahili Instructor and co-PI Mokaya Bosire and participated in hands-on activities in the afternoon facilitated by long-time CASLS staff member Lindsay Marean.

"I really enjoyed being able to have an environment where communication during classes was encouraged," one student said of the program and its instructional activities.

In an effort to give students a taste of college life, they stayed in the premiere Global Scholars Residence Hall for the duration of the program under the guidance of CASLS staff member and co-PI Li-Hsien Yang and graduate student Marko Mwipopo.

"The program has allowed me a glimpse of college life and how to pick the right college for me," a program student shared.

On the final day of the program, students shared their classroom project work, gave a presentation on a topic of their choice, and sang songs in Swahili. A student-led group also gave a dance performance.

Students have the option of continuing their Swahili study by enrolling in an online language and culture learning program offered by CASLS. Those who complete both the summer program and the fall online program earn one high school language credit.

Shule ya Umoja: Swahili College Readiness Academy is funded by the STARTALK program administered by the National Foreign Language Center at the University of Maryland. The University of Oregon Office of International Affairs and the Yamada Language Center also provided financial support.
