Body: From http://nclrc.org/about_teaching/topics/feature.html Bilingualism and the Deficit–Gifted Dichotomy: Challenging the U.S. Framework by Dr. Tatyana Kleyn As a professor who works with teachers in such programs, on more than one occasion I have been asked, “Is there any research that says bilingual immersion programs are for gifted students?” My initial response to such inquiries was one of surprise and I answered the question with another question, “Why do you ask?” In their public schools students were being screened for admission, with those who were stronger academically and/or behaved well being sent to the two-way programs, while all others were placed in different types of models, such as a transitional bilingual program or an English as a second language (ESL) program, thereby creating a tracking system for who is sent to the multilingual versus monolingual streams. The outcome is often one where students from White, middle-upper class and strong formal academic backgrounds are given a further advantage of developing fluency and literacy in two languages, while those who are poor, minoritized and/or immigrants with limited formal schooling are denied the chance to build on their native language and asked to replace it solely with English, often to the detriment of their overall literacy development. Title: Native Languages Proposal Delivered to Obama Administration
Body: From http://www.culturalsurvival.org/news/united-states/native-languages-proposal-delivered-obama-administration Cultural Survival joined with a dozen Native language advocacy groups this month, including the National Indian Education Association, Morning Star Institute, Indigenous Language Institute, National Alliance to Save Native Languages, and the Native Hawaiian Education Council to request that the Obama Administration implement a White House Initiative on Native Language Revitalization. Members of the groups met with senior policy advisors to the White House on March 2nd to introduce the proposal, which read in part: "This year--the 20th anniversary of the United States’ promise in the Native American Languages Act to assess and coordinate federal efforts to revitalize Native languages--is an ideal time to begin to fulfill that promise and to launch a White House Initiative." Now a grown woman on Pine Ridge Indian Reservation, she embodies what many in her generation feel: a paralyzing fear to speak a language she is no longer fluent in and confusion about how to pass it down before it disappears. "I wish I would be able to teach the kids the language, but I have to learn it myself." And then there's the elderly, the generation that possesses the single most important key to Lakota language survival - fluency. And they, too, recognize that something needs to happen, and soon. But many are haunted by the memories of Catholic boarding schools where they were stripped of their right to practice their religion and speak the language. While most agree that the language is in peril, people of different generations view the problem through very different lenses.
