Body: NAEP Rules for Testing ELLs and Students with Disabilities: Public Comment Period Despite changes in policy over the last decade, there continue to be wide variations in exclusion and accommodation rates among the states and districts participating in National Assessment of Educational Progress (NAEP). These differences – both between jurisdictions and over time – have prompted concern about the fairness and comparability of NAEP results. An Ad Hoc Committee of members of the National Assessment Governing Board, which is studying the issue, convened two technical advisory panels to recommend uniform national rules for NAEP to better assure that assessment samples are fully representative and produce comparable results. Here are two expert panel reports prepared for the Governing Board on uniform national rules for testing students with disabilities (SD) (http://nagb.org/newsroom/PressReleasePDFs/SD-Panel-Report.pdf ) and students who are English language learners (ELL) (http://nagb.org/newsroom/PressReleasePDFs/ELL-Panel-Report.pdf 0 on NAEP.
