Title: Editorial: Globalization Demands More Foreign-Language Study, Not Less
Body: From http://seattletimes.nwsource.com/html/editorialsopinion/2008869837_editb17languages.html Globalization demands more foreign-language study, not less Foreign-language programs are tempting targets for Washington's universities and community colleges looking to save money, but steep cuts in foreign studies is penny-wise and pound-foolish. Seattle Times editorial March 16, 2009 UNIVERSITIES and community colleges looking to trim foreign-language study to help balance budgets must beware of trading short-term relief for long-term headaches. The University of Washington changed policy to allow students with three years of high-school foreign-language study to meet its undergraduate-language requirement, thus bypassing proficiency tests and introductory courses. The move saves money, particularly for those students stuck in beginning French when they did not need it. But it has worrisome implications for the future. The changes push the onus for foreign-language proficiency down to high schools, where many foreign-language offerings are either nonexistent or lacking in rigor. Title: Lawmakers: Exempt Native youth from English learner program
Body: From http://www.cherokeephoenix.org/3428/Article.aspx Three northern Arizona lawmakers want to exempt Native American students from English immersion classes the state requires for those who fail a basic language skills test. The lawmakers, Sen. Albert Hale, D-Window Rock, Rep. Christopher Deschene, D-St. Michaels, and Rep. Tom Chabin, D-Flagstaff, say that Arizona's English Language Learner program interferes with students who are continuing to learn their native language and inhibits tribes' efforts to preserve their cultures. ''To preserve their identities, their languages are a critical part of that and I support any action in a tribe's effort to preserve its own identity," said Deschene, author of HB 2527, which would provide the exemption. Body: From http://www.reuters.com/article/lifestyleMolt/idUSTRE52B1UW20090312 China worries too few foreigners learning Chinese By Ben Blanchard March 12, 2009 BEIJING (Reuters) - There has been a big rise in the number of foreigners learning Chinese, but still too few are studying the language, officials said on Thursday, worried this may affect efforts to soften China's global image. China began setting up Confucius Institutes in 2004 to teach Chinese and they are now in 81 countries, but efforts to expand them are being hampered by too few teachers and poor teaching materials.
