For example, it is difficult to separate the wage increases associated with learning a foreign language from other, closely co-related variables like education and motivation. Still, some economists have tried. In 2005, Albert Saiz, an economist at the University of Pennsylvania, and Elena Zoido, an economist at the consulting group LECG, published a study comparing wage premiums for American college graduates who spoke Spanish, French, German, Italian, Russian and Chinese as a second language. In their findings, the law of supply and demand prevailed. With its 1.7% wage premium, Spanish was the least valuable, followed by French (2.7%). Knowledge of German, Italian, Russian and Chinese was slightly more valuable, translating into an average 4% income boost. His two-year assignment: teach Mandarin at Dorsey High in South Los Angeles, where test scores are well below the state and national averages, two-thirds of the students live near the poverty line and most have had scant exposure to Chinese culture. "Why do I do this?" he said to the students, who were silent for the first time. "Because I want to be your friend." Two girls in the back of the classroom giggled at the remark. Blended Learning is a relatively new learning methodology. It is a learning/teaching system that takes the best aspects of traditional classroom teaching and the advantages of eLearning (also called online or distance learning) to create courses that are accessible and motivating for today's adult students. Chicago Public Schools chief Arne Duncan blasted the state Monday for moving forward with the Illinois State Achievement Test, even for students who are more fluent in Spanish. State officials have said they have no choice, since federal education officials said that an alternative, the IMAGE test, is not adequate. Duncan said that as a result of the state's refusal to delay the test, the district will not use the results of the ISAT exams as a condition for students to advance to the next grade. Students instead will be evaluated on their attendance, course work and test grades during the school year.
