Title: Native Languages Preservation Act Passes
Body: Esther Martinez Act passes H.R. 4766, the Esther Martinez Native Languages Preservation Act of 2006, has passed both houses of Congress and has been signed into law by President Bush. The bill was introduced by Representatives Heather Wilson (R-NM) and Rick Renzi (R-AZ) and passed the House on a bi-partisan vote in September. It passed the Senate on December 6 during the lame duck session and was signed by the President this week. It is now Public Law 109-394. PL 109-394 does not create a new program. Instead, it permits new uses of grant funds in the current program of assistance to heritage language restoration efforts through the Administration for Native Americans. In particular it will allow a focus on grants that help create Native language fluency through immersion programs. The Act does not alter English proficiency requirements contained in current law, but simply provides additional opportunities to preserve Native languages. The grant boosts the organizations plans to launch its first-ever immersion education program in Arabic language and culture in July, 2006. The appropriation will be used to underwrite the creation of the curriculum and ensure that the program is culturally supported. 'Many parents want their children to learn these languages because China is a big market today,'' said Blanca Guerra, the Broward school district's curriculum specialist for world languages. ``It's very good for the future that the children learn what they're going to need to learn to compete.'' More people speak a variety of Chinese as a native language than any other language in the world, and Mandarin is the most commonly spoken form of Chinese. According to the Florida Department of Education, 87 students statewide were enrolled in Chinese I and II last school year. Numbers for this year are not yet available, but there are at least three times that many in Miami-Dade and Broward alone.
