The 21st Annual Conference of the National Council of Less Commonly Taught Languages is scheduled for April 20-22, 2018, (with pre-conference workshops scheduled for April 19, 2018) in Herndon, Virginia. 

The conference aims to pursue a new pathway for advocating innovative approaches in research and practices, maximizing professional exchanges and collaboration among LCTL educators, and leveraging resources and strengths in the less commonly taught languages community. We cordially invite researchers, practitioners, program developers, and administrators in the LCTL community organizations to submit proposals and attend the conference.

Title: Language Teacher Symposium: Performance Towards Proficiency

Our sister LRC, the Center for Educational Resources in Culture, Language and Literacy (CERCLL) hosts a biannual day-long symposium at which K-12 language teachers can share ideas and issues that are specific to their community. 

This year's symposium will take place April 21 at the University of Arizona. The topic is "Planning with the End in Mind: Performance Towards Proficiency."

Symposium description: 

Beginning with the end in mind, in this workshop participants will deconstruct sample performance assessment tasks to identify the knowledge and skills that learners are expected to demonstrate. They will discuss how closely the tasks reflect real-world contexts where learners need to use the target language. Next, participants will discuss criteria to use in evaluating learners’ performances. The participants will then compare the criteria they generated to the model rubrics that were used for the sample performance tasks. They will evaluate sample performances using the criteria from the sample rubrics and any additional criteria suggested to enhance the evaluation of the task. They will discuss the degree to which the rubrics successfully reflect high quality performance. Next, participants will brainstorm the kinds of activities that will prepare learners to successfully complete the final performance tasks. After analyzing the model performance assessment tasks, participants will develop standards-based performance assessment tasks and rubrics for their own teaching context.

Helping English Language Learners Flourish 
June 18-19, 2018
Denver, CO

This 2-day professional learning workshop will help all teachers—general education and ELL specialists—apply effective research-based instructional strategies to the five stages of language acquisition and develop students’ English language fluency during subject-matter instruction.

Students learning a second language move through five distinct stages: Preproduction, Early Production, Speech Emergence, Intermediate Fluency, and Advanced Fluency. As a teacher, you can help your ELL students move these stages by knowing which instructional strategies to use at just the right moment in the classroom, aligned to each student’s particular stage of language acquisition.

Participants will leave the workshop knowing:

  • Instructional strategies that enhance ELL student achievement
  • The stages of second-language acquisition and their instructional implications
  • Strategies for engaging English language learners in K–12 regular education classrooms
  • During this PD session, you’ll receive a copy of McREL’s Classroom Instruction That Works with English Language Learners and will use this book during the workshop.

Participants will also receive extended virtual coaching during 2018-19 school year.

This webinar marks the release of a new Migration Policy Institute report examining the challenges and successes major host countries in Europe and North America are experiencing in providing high-quality ECEC services. The report draws on fieldwork conducted in nine countries: Belgium, Canada, Germany, Greece, Italy, the Netherlands, Sweden, Turkey, and the United States. ...

During the webinar, authors will discuss the report’s findings, highlighting promising policies and practices identified in field research, as well as key areas in which ECEC services for this population need to be strengthened. They will be joined by Anna Österlund, from the Swedish National Agency for Education, who will highlight innovative national and local policies in Sweden that support young refugee children in their early learning experiences.

Bill Could Fund California DLLs

California Assembly Bill 2514 (Thurmond) Pupil Instruction: Dual Language Grant Program, introduced by Assembly Member Thurmond in February, is sponsored by the California Association for Bilingual Education (CABE) and Californians Together. AB 2514 would provide “seed” and “capacity-building” funding to school districts seeking to expand existing dual-language immersion or developmental bilingual programs or to establish new dual-language immersion or developmental bilingual programs or early learning dual-language-learner programs. The bill would also allow funding for early learning programs for California dual-language learners in preschool.

William P. Rivers and Richard D. Brecht have written a powerful article proposing an exciting path forward in language advocacy for a multilingual United States. Here is the abstract:

In honor of the 50th Anniversary of Foreign Language Annals, and recognizing the seminal role this journal has in informing the language education profession about policies and programs, we sketch a future for advocacy for language education in the United States. Drawing on the Languages for All initiative and the work of the Commission on Language Learning of the American Academy of Arts and Sciences, we reprise a vision for building a multilingual society presented 3 decades ago for Australia, another English‐dominant society, where every child can master English, every child has the opportunity to learn the language spoken at home, all children can learn other languages if they choose, and language services continue to be provided to all who need them. We propose advocating for this vision on the basis of the impact of bilingualism and education and employment, on recent promising developments in language education, and on the rising demand among the stakeholders in the public and private sectors to meet domestic and global needs.
