Title: First World Conference on Technology, Education and Multilingualism
Body:

From http://en.teclin.org/First-World-Conference-on-Technology-Education-and-Multilingualism-TECLIN17_a127.html

The First World Conference on Technology, Education and Multilingualism (TECLIN17) will be held from 4th to 8th December 2017 in Buenos Aires. The main objective of TECLIN17 is to debate and propose guidelines for the development of plurilingual societies with either minorized, minorities or under-resourced languages and their support from the sociolinguistic, legal, technological and pedagogical/educational dimensions. Social welfare must integrate the linguistic dimension and it cannot be achieved without the enhancement of so-called minorized languages, like local, regional, indigenous, and languages of the immigration which constitute the mother tongue of many speakers. Societies cannot achieve social welfare without fully articulating their linguistic rights. Technology, legal and educational frameworks constitute tools for the consecution of a plurilingual society.

Title: Sixth International Conference on the Development and Assessment of Intercultural Competence
Body:

From http://icc.arizona.edu/

Sixth International Conference on the Development and Assessment of Intercultural Competence
Intercultural Competence and Mobility: Virtual and Physical
January 25-28, 2018
Tucson, Arizona, and Online

As the opportunity and need to move between physical and virtual spaces has increased, more people experience the world as mobile and interconnected (see e.g. Douglas Fir Group, 2016; Kramsch & Whiteside, 2008). On the one hand, this has enabled participation in dispersed communities and markets; on the other hand, as communication, meaning making, and culture have become deterritorialized, interculturality has revealed itself as more complex than the ability to mediate across cultural differences. At the same time, patterns of mass migration and economic globalization have meant local contexts are also shaped by transnational flows of capital, knowledge, practices, and modes of communication. As a result people in today’s world must develop the capacity to negotiate and navigate dynamic demands. Hosted by the Center for Educational Resources in Culture, Language and Literacy (CERCLL) at the University of Arizona, the Sixth International Conference on the Development and Assessment of Intercultural Competence will focus on these themes, featuring presentations and workshops that consider intercultural competence in connection with global trends of migration, travel, and digitally-enabled mobility.

Title: International Conference on Bilingualism: Language and Heritage
Body:

From http://cuhk.edu.hk/lin/conference/bilingualism2017/

International Conference on Bilingualism: Language and Heritage
December 18-19, 2017
Chinese University of Hong Kong

The International Conference on Bilingualism: Language and Heritage is an inaugural conference that officially launches the newly established University of Cambridge - Chinese University of Hong Kong Joint Laboratory for Bilingualism (JLB). The organizers aim to provide an international forum to promote and disseminate research in bilingualism across the lifespan from infancy to early childhood and adulthood with a focus on the acquisition of Chinese across linguistically diverse bilingual and multilingual contexts. The theme of the conference features bilingualism through the lens of the intricate relationship of language and heritage, in particular, the acquisition of language as a way to preserve and maintain a speaker and community's heritage and the challenges posed to language learners, researchers and educators.

The conference also features two panels that will be of interest to a wide spectrum of audience from diverse disciplines as well as the general public. The panels bring together researchers and practitioners from different countries including Australia, UK, USA, Hong Kong and Singapore to give an international perspective on issues in nurturing bilingualism in early childhood and heritage bilingualism across diverse contexts.

Body:

From https://www.facebook.com/events/1991927657689577/

Free webinar: Web-based Videoconferencing with Native Speakers
November 7, 2017
Presenter: Florencia Henshaw, University of Illinois

This webinar is for educators interested in integrating authentic synchronous communication with native speakers worldwide through web-based video-chat. I will start with an overview of existing research, as well as the advantages and limitations of different available platforms, both free and paid. I will then discuss a specific multi-step project in an intermediate-level Spanish course, involving four conversations with native speakers through the platform TalkAbroad. I will also present the results of a questionnaire administered at the end of the project, reflecting the students’ perceptions of the experience. Preliminary implications for best practices are drawn based on students’ responses.

Title: Seal of Biliteracy in the News
Body:

The Seal of Biliteracy, a state-by-state initiative to recognize bilingualism in graduating high school students, has been in the news lately.

It will be implemented in Missouri beginning in 2018: http://www.joplinglobe.com/news/local_news/missouri-adds-seal-of-biliteracy-for-graduating-seniors-proficient-in/article_d2391337-e3e5-50f2-8c7d-2c82ef955f52.html

It is being proposed in Michigan: http://news.jrn.msu.edu/capitalnewsservice/2017/10/20/bilingual-michigan-high-schoolers-could-get-diploma-endorsement/

In Florida, the Seal of Biliteracy is available, yet the state also has English-only laws that it hopes will exempt it from a requirement to test large populations of students who speak other languages in their dominant language: https://www.edweek.org/ew/articles/2017/10/25/some-states-with-english-only-laws-wont-offer.html

Title: Article: Why Deaf Children Aren’t Taught Sign Language
Body:

The strange reason deaf children aren’t taught sign language
by Kelly Kasulis
October 27, 2017

Imagine living without a first language. That’s the case for many deaf children in the United States who suffer from “language deprivation,” a condition that could affect them for life.

It’s when kids miss the critical period — which begins to taper off around age 5 — to develop the mental scaffolding that helps the brain understand language. If deaf children are not taught how to sign during this time, they may never learn any language to fluency.

…In the fall of 1880, representatives from European and American schools for the deaf gathered in Milan. There, a 33-year-old Alexander Graham Bell — yes, the guy who is credited with inventing the telephone — advocated for abandoning sign language in schools. Bell’s wife and mother were both deaf, and he believed that deaf people needed to learn how to speak.

By the end of the conference, the hot new thing was to ditch sign language in classrooms and bring oral-based education back to delegates’ home countries. Not a single deaf person was involved in making the new resolutions.
