Title: Digital Workshop: Teaching Reading to English Language Learners
Body: A new Teacher-to-Teacher digital workshop (www.t2tweb.us/doingwhatworks ) is now available. Its subject is Doing What Works: Teaching Reading to English Language Learners. The workshop is specifically geared to techniques and practices for students in elementary grades. Doing What Works is a new site sponsored by the U.S. Department of Education. It is dedicated to helping educators identify and make use of effective teaching practices. The Doing What Works website (www.dww.ed.gov ) contains Practice Guides from which the workshop material is drawn. These Practice Guides reflect teaching practices that the Institute for Educational Services have found to be effective for teaching English Language Learners. The Teacher-to-Teacher digital workshop on teaching reading to English Language Learners is designed as a visual complement to the much more extensive materials presented in the subject's Practice Guide. Both the website and this digital workshop also discuss examples of how educators might apply research findings on effective practice. The workshop also highlights some of the extensive interviews with experts in the field from the Doing What Works website. After completing the workshop, participants may wish to revisit that Doing What Works website to access additional information or background on the workshop material. The Teaching Reading to English Language Learners workshop is available at https://www.t2tweb.us/doingwhatworks/Workshops.asp .

Title: California Foreign Language Draft Standards
Body: From http://www.clta.net It took a long time and much effort and tenacity on the part of many, but at last California has a Field Review DRAFT of Foreign Language content standards! The draft standards, along with a FIELD REVIEW survey form, are now posted in the CLTA Website. These standards, once adopted, will guide instruction in the classroom. The California Department of Education requests that teachers review the Draft Standards, complete the Field Review Survey and encourage colleagues to do the same. The State Board of Education will need sufficient responses to be certain that the Draft Standards reflect professional consensus about what California’s language students should know and be able to do. For more information, to download the draft standards, and to fill out a field review survey, go to http://www.clta.net/standards .

Title: Article: Judge Orders Texas to Fix Secondary-School Bilingual Ed
Body: From http://www.chron.com/disp/story.mpl/front/5909036.html Judge orders Texas to fix secondary-school bilingual ed By JEFF CARLTON July 26, 2008 A federal judge on Friday gave the state of Texas until the end of January to come up with a plan to improve education programs for secondary school students with limited proficiency in English, criticizing the state education agency for "failing to ensure equal education opportunities in all schools." U.S. District Judge William Wayne Justice said the Texas Education Agency is violating the civil rights of Spanish-speaking students under the federal Equal Education Opportunity Act. Furthermore, the state's monitoring of programs for students with limited English-language skills is "fatally flawed" because of unqualified monitors, undercounting of students with limited English proficiency and arbitrary standards, Justice said.
