Language and Society Conference on Bilingualism and Interculturality 
UNED: Universidad Nacional de Educación a Distancia 
November 29-30, 2018
Madrid, Spain

This conference attempts not only to analyze more deeply what we know about bilingualism and interculturality but also to stimulate alternatives to the well-documented weaknesses of bilingual education, which have so far been identified more often by the press than by academia. This conference will focus on the lack of development in oral communicative skills and the significance of teaching specialized and technical vocabulary in secondary education which, while useful for dealing with academic subjects, has little impact on general oral communication. The conference will also discuss the danger of not attaining adequate communicative skills in the first language, the absence of intercultural contents or aims, the inadequacy of teaching resources, etc. 

The deadline for submission is July 11, 2018.

Title: Professional Development: Putting the Arabic Standards Front and Center

Putting the Arabic Standards Front and Center

This is a blended program, two weeks online and 4 days face-to-face. Participants will be divided into groups based on the needs they identify in their applications and the level of their proficiency in standards-based and technology-enhanced instruction. Novice level participants will design or adapt learning plan(s) and deliver a model learning episode for volunteers (university students, LOTE student-teachers, graduate language instructors, and university staff). Specifically, they will a) specify the learning targets using can-do statements b) create a technology-based interpretive task with authentic materials using technology to make language, culture and/or content comprehensible to students, c) explore various programs that can be used to support interpersonal and presentational communication and d) participate in a practicum where they teach segments of a model lesson to volunteers. Intermediate level participants, will complete the tasks assigned to novices as well as the following tasks: a) edit authentic materials, b) create learning episodes/plans that include technology-based interpersonal activities that simulate real-world tasks; and c) technology-based presentational tasks that demonstrate culturally appropriate language use. All teachers will explore the use of platforms to facilitate professional development and language learning and create an online community to share materials and practices that foster continued interaction among participants.

The online portion will take place July 6-19, 2018.
The face-to-face portion will take place July 23-26 at California State University, Long Beach

California’s Superintendent of Public Instruction Tom Torlakson today launched Global California 2030, which is a call to action “to vastly expand the teaching and learning of world languages and the number of students proficient in more than one language over the next 12 years.”
 
...The initiative’s aim is to better prepare California students for the 21st century economy, broaden their perspective and understanding of the world, and strengthen the diversity of backgrounds and languages that make California’s culture and economy vibrant and dynamic.
 
“The mission of Global California 2030 is to equip our students with the world language skills to succeed in the global economy and to fully engage with the diverse mixture of cultures and languages found in California and throughout the world,” Torlakson said. “We are setting high goals and dreaming big to help our students and our state.”
 
Global California 2030 goals include:
 
• By 2030, half of all K–12 students participate in programs leading to proficiency in two or more languages, either through a class, a program, or an experience.
• More than triple the number of students who receive the State Seal of Biliteracy, which is nationally recognized for college admissions and career opportunities, more than triples from 46,952 in 2017 to more than 150,000 in 2030. By 2040, three out of four graduating seniors earn the Seal of Biliteracy. The Seal is earned by demonstrating proficiency in a language in addition to English.
• Quadruple the number of dual immersion programs that teach languages besides English quadruples from about 400 in 2017 to 1,600 in 2030.
• More than double the number of new bilingual teachers authorized in world language classes between 2017 and 2030.

Title: Editorial: Sign Language Isn’t Just for Babies

In this recent op-ed, Rachel Kolb writes, "When we see sign language as only a fad, a trend or merely as 'so beautiful,' and when we separate it from the context of the actual deaf people who use it to communicate, we lose sight of the real stakes of language. Language welcomes, but it also excludes.

"...We need to provide more access to signed language for the people who really need it. As a path toward mainstream acceptance why not give fluent deaf users of A.S.L. more leadership and visibility to usher in the widespread use of their language? (The Baby Einstein signing videos, which star the deaf actress Marlee Matlin, are a good model.) Families who find themselves interested in baby signs may be intrigued by the contributions of deaf storytellers, like Leala Holcomb and her partners at Hands Land or Sheena McFeely and Manny Johnson of ASL Nook, who have put together children’s tales and visual nursery rhymes in A.S.L. And why not invite more people to use A.S.L. throughout their lives?"
