Title: Computer Coding May Substitute for Language Skills in Several States’ Requirements
Body:

In the last several weeks, legislation in quite a few states has drawn media attention; consistently, this legislation would allow high school students to use computer coding classes to satisfy foreign language requirements.

Here are some of the states considering or already implementing the legislation:

Title: ACTFL/CAEP Program Standards for the Preparation of Foreign Language Teachers Approved
Body:

From http://www.actfl.org/news/press-releases/actflcaep-program-standards-the-preparation-foreign-language-teachers-approved

On December 13, 2013, ACTFL’s revised ACTFL/CAEP Program Standards for the Preparation of Foreign Language Teachers were approved by the Council for Accreditation of Educator Preparation (CAEP) State Partnerships and Content Areas Committee. These standards are a revision of the formerly approved 2002 standards, and have been developed by a grass-roots effort over the last two years.

Programs seeking national recognition through ACTFL/CAEP may use either the 2002 or the 2013 standards. In spring 2016 programs must use the 2013 standards. Programs that are submitting Revised Reports or Response to Conditions Reports should continue to use the same set of standards they addressed in their original report.

Additional documents to assist programs in preparing the ACTFL/CAEP program report will be available by late spring of 2014. These documents will offer step-by-step suggestions for how to write the report and present examples of the required key assessments. Guidelines and webinars to refresh reviewers will be announced for the spring 2014 as well.

Title: Training on Language Documentation and Revitalization: CoLang 2014 Summer Workshops
Body:

From http://lsacelp.org/2014/01/25/training-on-language-documentation-and-revitalization-colang-2014-summer-workshops

CoLang is an internationally-recognized language documentation and revitalization institute, hosted this year by The University of Texas at Arlington, and previously by the University of California, Santa Barbara, the University of Oregon, and the University of Kansas. This summer, CoLang 2014 offers a major opportunity to work to stem the tide of language shift and endangerment, and to increase documentation on the world’s underdocumented languages.

Participants include undergraduate and graduate students, practicing linguists, and members of indigenous communities. Participants with no or little linguistic background are welcome, and there are workshops that introduce linguistics.

There are two parts to CoLang. The first is the two week workshop sessions, which last June 16 – 27, 2014. Workshops vary in the skills they teach: new technologies for audio and video and other digital approaches, software like ELAN or FLEx, teaching approaches for indigenous languages, indigenous language revitalization, orthography development, song documentation and more. Some participants stay on an additional for weeks and choose to enroll in the optional field methods courses, which constitute a practicum for integrating the newly learned skills with firsthand work with speakers of an endangered language. These courses go from June 30 – July 25, 2014.

Title: Endangered Language Fund: Call for Proposals 2014
Body:

From http://linguistlist.org/issues/25/25-525.html

The Endangered Language Fund provides grants for language maintenance and linguistic field work. The work most likely to be funded is that which serves both the native community and the field of linguistics. Work which has immediate applicability to one group and more distant application to the other will also be considered. Publishing subventions are a low priority, although they will be considered. Proposals can originate in any country. The language involved must be in danger of disappearing within a generation or two. Endangerment is a continuum, and the location on the continuum is one factor in our funding decisions.

Eligible expenses include consultant fees, tapes, films, travel, etc. Overhead is not allowed. Grants are normally for a one year period, though extensions may be applied for. Grants in this round are expected to be less than $4,000 in size, and to average about $2,000.

Applications must be received by April 22nd, 2014.

See the full call for proposals at http://linguistlist.org/issues/25/25-525.html

The JET Memorial Invitation Program (JET-MIP) will provide 32 high school students with the opportunity to visit Japan for two weeks - with a focus on the Tohoku region, participate in exchanges with Japanese students, see the current condition of recovery in the region, and act as symbolic bridges to enhance the goodwill between Japan and the United States.

They will also participate in Japanese language courses and activities at the Japan Foundation Japanese Language Institute Kansai. Title: Nominate a Student for the Post Secondary Russian Scholar Laureate Award
Body:

From the SEELANGS listserv:

It's time once again to nominate the BEST STUDENT in your program for the annual Post Secondary Russian Scholar Laureate Award--PSRSLA!

The PSRSLA is a free program offered to US Russian Departments and Programs. Organized under the auspices of ACTR (the American Council of Teachers of Russian), the PSRSLA seeks to provide national recognition for our star junior and senior students--those students who best embody an enthusiasm for and love of things Russian. ACTR provides this program as a service to the profession.

Last year 50 Russian language programs acknowledged and celebrated their top students. 11 programs participated in the nomination for the first time.

We encourage you not to miss this opportunity and to celebrate another of your best students this year, too. If your program did not participate in the PSRSLA before, we invite you to do it this year. Our students deserve it. Take advantage of this program and let our best and brightest know that we appreciate their work and value their commitment to all things Russian. You decide who is worthy of this award, not ACTR
In order to nominate a student, please follow these GUIDELINES:

1. Deadline for nominations is March 1, 2014.
2. Nominations are accepted in electronic format only, via e-mail to me at as2157 at columbia dot edu
3. Nomination letters can be in the body of the e-mail or sent as an attachment.

Nomination letters should include the following information:
--Full name of student as it should appear on the Gramota. Nominees should be juniors or seniors.
--Only one student can be nominated from each institution. While larger Russian programs frequently have more than one outstanding student, in order to preserve the integrity of the award, no more than one student at a given institution can be nominated to receive the PSRSLA.
--Description of why this student most deserves this award, i.e. how the student promotes the study of Russian and models the behavior of a committed Russian student. The student need not have the top GPA, nor be a Russian major, but should demonstrate an active dedication--in course work, outside activities, attitude--to the study of Russian language and culture.
--Name and contact information of the nominator who must be a member of ACTR*. Since the nomination should reflect the consensus of the program or department, your letter should be submitted over the signature of the program chair, director, or DUS.

[*If you are not a member of ACTR and would like to join, log on to the ACTR Membership web site http://www.americancouncils.org/actrMembership.php. With your membership you receive the ACTR Newsletter as well as a subscription to the Russian Language Journal--a peer-reviewed publication that explores all aspects of the Russian language and welcomes submissions.]

Award certificates will be mailed to nominators during March so that they arrive prior to any departmental award ceremonies.
