Title: Open for Comment: English Language Arts/English Language Development Framework for California Public Schools

Californians are being invited to comment on their state’s first framework based on the Common Core State Standards for English language arts.

The English Language Arts/English Language Development Framework for California Public Schools: Kindergarten Through Grade Twelve (ELA/ELD Framework) will provide guidance for implementing the new Common Core State Standards and California’s new English Language Development Standards. According to the California Department of Education (CDE),” the ELA/ELD Framework will help ensure that California’s students graduate with the knowledge and skills they need to succeed in college and careers. The ELA/ELD Framework will help teachers, publishers, and other educators design instructional materials, curriculum, instruction, assessment, and professional learning.”

The California State Board of Education adopted the Common Core State Standards for English language arts in 2010, and new English Language Development Standards in 2012. This new ELA/ELD Framework is aligned to those standards. The Board last approved a framework in this area in 2006.

The CDE claims that “the ELA/ELD Framework breaks new ground by providing a blueprint for relating English language development for English learners to the English language arts standards for a cohesive program. The draft framework focuses on the teaching and learning of English literacy and language in the English classroom and includes strategies for extending that focus into all subject areas. It also provides direction to educators to implement the standards in the context of California’s diversity and helps them teach the critical thinking skills students will need for 21st century jobs. The ELA/ELD Framework has two primary audiences: educators and developers/publishers of curriculum programs and materials.”

The public has until February 13, 2014, to review the Framework, available on the CDE’s Public Review and Comment on the ELA/ELD Framework Web page at http://www.cde.ca.gov/ci/rl/cf/elaeldfrmwrk2014pubrev.asp , where comments can be left via the digital survey or by email. Hard copies of the draft framework may also be reviewed at the 23 Learning Resource Display Centers statewide.

“I love anagrams! They make a great warm-up especially after a long break. You can write a phrase in the target language (like Feliz Año Nuevo) and have students make up as many words as they can. They should not use the three words given; however, they can use as few or as many letters as they can. Once you have given them the allotted time, you can figure out who came up with the most letters and who came up with the longest word. You can use a seasonal phrase or a phrase from their vocabulary list.”

Title: Improving Self-Assessment, One LinguaFolio at a Time

CASLS has been working to bring formative assessment into the digital age since 2008. Partnering with the National Council of State Supervisors for Languages (NCSSFL) and the National Foreign Language Center (NFLC), we developed an online version of the well-researched and well-piloted portfolio system called LinguaFolio.

More than six years later, we’re still working to improve self-assessment and to make LinguaFolio Online an even more friendly portfolio system. We’re excited about our most recent round of improvements, including:

  • Revised NCSSFL and ACTFL CanDo statements by the end of 2014
  • A simplified sign up process that will give you full access within 48 hours
  • A simplified per-student payment system that accepts credit cards, e-checks, and regular paper checks

We hope that these improvements will streamline instructors’ experiences and make the tool even easier to incorporate into the curriculum.

For those with STARTALK programs, 2014 will bring special updates designed to make your job as a program director and instructor a little easier. We’ve simplified the registration process, so you’ll no longer have to deal with those pesky codes. You’ll soon have the ability to:

  • Select CanDo statements that are specific to your program
  • Enter your own customized, program-specific CanDo statements that match your curriculum template
  • More easily review student work, confirm students’ completion of CanDo statements, and access students’ evidence

Plus, your students will have a simplified view showing only the CanDo statements you’ve designed as part of your STARTALK program.
