Title: Bilingual Babies' Vocabulary Linked to Early Brain Differentiation
Body: From http://www.sciencedaily.com/releases/2011/08/110829070559.htm Bilingual Babies' Vocabulary Linked to Early Brain Differentiation August 29, 2011 Researchers at the University of Washington's Institute for Learning & Brain Sciences are investigating the brain mechanisms that contribute to infants' prowess at learning languages, with the hope that the findings could boost bilingualism in adults, too. In a new study, the researchers report that the brains of babies raised in bilingual households show a longer period of being flexible to different languages, especially if they hear a lot of language at home. The researchers also show that the relative amount of each language -- English and Spanish -- babies were exposed to affected their vocabulary as toddlers. The study, published online Aug. 17 in Journal of Phonetics, is the first to measure brain activity throughout infancy and relate it to language exposure and speaking ability. Title: The Pentagon's Foreign-Language Frustrations
Body: From http://battleland.blogs.time.com/2011/08/24/the-pentagons-foreign-language-frustrations The Pentagon's Foreign-Language Frustrations Posted by Mark Thompson August 24, 2011 As Defense Secretary Leon Panetta told 2,500 troops Tuesday about the foreign-language skills he championed as a congressman, an active-duty Army officer was complaining about the paucity of military personnel who can speak anything other than English. The current push to train soldiers to speak the local languages in Afghanistan and Iraq was "haphazardly thrown together," Morgan Smiley, an active-duty Army officer, posted on Small Wars Journal, an independent website, Tuesday morning. A recent government report makes clear that – a decade into the war in Afghanistan – the Pentagon continues to bumble teaching its troops the local languages, a skill that ground commanders say is as valuable as a soldier's skill with a rifle. Several hours later, defense chief Panetta praised the Pentagon's efforts to improve the language skills in its arsenal, but conceded "frankly, more needs to be done." Title: Arizona Halts Practice of Forcing Action on 'Accented' Teachers
Body: From http://azstarnet.com/news/local/education/precollegiate/article_c8aa52c2-e844-5f2a-8264-4ad180a003ea.html State halts practice of forcing action on 'accented' teachers August 31, 2011 State education officials will no longer force schools to retrain or reassign English-immersion teachers because they speak with an accent. In an agreement with two federal agencies, the Arizona Department of Education will stop trying to single out teachers who they believe do not have a good command of the English language - a practice that resulted in complaints the state was illegally discriminating against teachers because they are Hispanic or are not native-English speakers. But Andrew LeFevre, spokesman for the state agency, said that does not mean schools are free to hire whomever they want. Instead, LeFevre said, the settlement with the U.S. Departments of Justice and Education simply takes the state education agency out of the mix. LeFevre said it will now be up to local school districts to certify their instructors for these classes are, in fact, fluent. Title: New School Offers Classes in Three European Languages
Body: From http://www.miamiherald.com/2011/08/26/2376093/south-central-american-foothold.html New school offers classes in three European languages This month, the Miami-Dade school district opened a new magnet high school devoted to the study of three European languages. By Tania Valdemoro Longest August 26, 2011 Imagine studying Spanish literature, language and history — just like Spanish teens do in Barcelona, Madrid and Sevilla. Only you’re in Coral Gables at a new public high school run by the Miami-Dade County Public Schools. That’s the experience of Andrea Villa, a Colombian-born sophomore, who just started classes this week at the new International Studies Preparatory Academy @ Gables – known as ISPA for short. The school teaches the national curriculum of Spain, Italy or France —to 72 freshmen and 27 sophomores from all over Miami-Dade County. Students take specialized classes based on their language track. In addition, they learn math, science and English in English, except for those being taught in French, who are required to take math and science courses in French. Title: Editorial: Arab Spring Could Mean New Linguistic Rights for Berbers
Body: From http://www.cnn.com/2011/OPINION/08/26/fragiskatos.berber.language/index.html?hpt=hp_bn9 Will Gadhafi defeat bring new freedom for Berbers in Libya? By Peter Fragiskatos August 26, 2011 Taking advantage of the uprising against Gadhafi, Libya's Berber minority, around 10% of the population, is engaged in a cultural revival. The teaching of Berber language courses and the airing of radio broadcasts, acts punishable by torture or even death only a few months ago, are now openly practiced and Berber activists are adamant about preserving their newfound freedom. How this will play out is anybody's guess. What is clear is that language rights will be a key issue going forward not only in a post-Gadhafi Libya, but also in Morocco and Algeria, where much larger Berber communities live. Numbering between 15 and 20 million, the Berbers are one of North Africa's largest ethnic groups. Most are Muslims (a legacy of the Arab-Islamic conquest of the seventh century) but differ from Arabs in that they speak a variety of dialects related to the language of Tamazight. They live predominantly in Morocco, Algeria and Libya, with much smaller populations found in Tunisia, Egypt, Mali and Niger.
