Title: Funding Opportunity: Indian Education Professional Development
Body: From: OELA Newsline, March 9 Purpose of Program: The purposes of the Professional Development program are to: (1) Increase the number of qualified Indian individuals in professions that serve Indian people; (2) provide training to qualified Indian individuals to become teachers, administrators, teacher aides, social workers, and ancillary educational personnel; and (3) improve the skills of qualified Indian individuals who serve in the education field. Activities may include, but are not limited to, continuing programs, symposia, workshops, conferences, and direct financial support. Eligible Applicants: Eligible applicants for this program are an institution of higher education, including an Indian institution of higher education; a State or local educational agency, in consortium with an institution of higher education; an Indian tribe or organization, in consortium with an institution of higher education; and a Bureau-funded school. An application from a consortium of eligible entities must meet the requirements of 34 CFR 75.127 through 75.129. The consortium agreement, signed by all parties, must be submitted with the application in order to be considered as a consortium application. Letters of support do not meet the consortium requirements. In order to be considered an eligible entity, applicants, including institutions of higher education, must be eligible to provide the level and type of degree proposed in the application or must apply in consortium with an institution of higher education that is eligible to grant the target degree. Applicants that apply as an "Indian organization" must demonstrate in the application how they meet all criteria of this term as defined in 34 CFR 263.3 in order to be considered an eligible Indian organization. We will reject any application that does not meet these requirements. Title: Demonstration Grants for Indian Children
Body: From: OELA Newsline, March 9 Purpose of Program: The purpose of the Demonstration Grants for Indian Children program is to provide financial assistance to projects to develop, test, and demonstrate the effectiveness of services and programs to improve the educational opportunities and achievement of preschool, elementary, and secondary Indian students. To meet the purposes of the No Child Left Behind Act of 2001, this program will focus project services on increasing school readiness skills of three- and four-year-old American Indian and Alaska Native children; and enabling American Indian and Alaska Native high school graduates to transition successfully to postsecondary education by increasing their competency and skills in challenging subject matter, including mathematics and science. Eligible Applicants: Eligible applicants for this program include a State educational agency (SEA); a local educational agency (LEA); an Indian tribe; an Indian organization; a federally supported elementary or secondary school for Indian students; an Indian institution, including an Indian institution of higher education; or a consortium of such institutions that meet the requirements of 34 CFR 75.127 through 75.129. Title: Summer Institute: Quality Teaching for Secondary English Learners

The institute provides participants with theoretical background and consonant strategies for effectively teaching academic language in English to English learners. The summer institute is a six-day residential program that combines intensive seminar, lecture, and small-group work at the Asilomar Conference Center, Pacific Grove, CA. Title: NABE Board Announces the Departure of Delia Pompa: Begins Search for Successor
Body: From: http://www.nabe.org/ Press Releases Washington - The Board of Directors of the National Association for Bilingual Education (NABE) announces the departure of Delia Pompa as the Association’s executive director effective March 1, 2004. NABE is grateful to Delia Pompa for her faithful service to NABE from 1999 to the present. She steered the organization through a successful reauthorization of The Bilingual Education Act and The Elementary and Secondary Education Act despite significant challenges to bilingual education in several states. Thanks to Delia’s leadership, NABE has continued to focus its efforts on the educational needs of English language learners. This year, NABE celebrated the 30th anniversary of the historic U. S. Supreme Court case, Lau vs. Nichols, that has served as the major precedent regarding the educational rights of English language learners. As NABE celebrated its many accomplishments since that court case, the Board also took stock of the many challenges that lie ahead. As the only professional membership organization at the national level devoted to representing both English language learners and educational professionals, NABE reaffirms its unbending commitment to ensuring equal access to a high quality education for English language learners. A new day is dawning for bilingual education, and NABE is prepared to meet it. The board of directors has taken steps to ensure a smooth transition to appointing a new executive director. Dr. Alicia Sosa, former NABE Board Member and former NABE Director of Membership and Publications, will serve as interim executive director while the board conducts a national search.
