Title: Call for Submissions: Novitas-ROYAL: Research on Youth and Language
Body:

From https://linguistlist.org/issues/28/28-2287.html

Novitas-ROYAL's Volume 12, Issue 1 will be a special issue containing research papers on teaching foreign languages to young learners. The issue will be published on April 15, 2018.

We have been witnessing the proliferation of early foreign language (especially English) programs all around the world. Such programs are based on the belief that earlier access to foreign languages will give pupils more opportunities and will inevitably bring success.

While countless research papers, educational reports, and conference presentations have been shared and published in an effort to show, document or explain the many facets of teaching foreign languages to young learners, many questions remain unanswered among which those related to what actually happens in young learners' classrooms is the most notable one.

This special issue will try to find answers to such questions as:

- What is the state of teaching foreign languages to young learners across the world?
- What are the lived experiences of teachers and curriculum specialists in different countries and contexts as agents who teach, study, or guide young learners' foreign language learning?
- What are the lived experiences or beliefs of teachers, parents, and researchers in regards to the various aspects of teaching foreign languages to young learners?
- What are the attitudes of young learners towards foreign language instruction?
- How do the children learn in various programs?
- What are the qualities of instructional materials and assessment tools?
We are looking for original papers that critically address the issue of teaching foreign languages to young learners.

Deadline for submission: October 1, 2017

Title: New Colorado Seal of Biliteracy Standards Raise Concerns

Educators working on creating more bilingual students worry new state requirements aren’t high enough
BY YESENIA ROBLES
May 25, 2017

Colorado educators who led the way in developing high school diploma endorsements recognizing bilingual students worry that new legislation establishing statewide standards for such “seals of biliteracy” sets the bar too low.

…According to the new law, students must meet a 3.0 grade point average in their English classes and also earn a proficient score on the 11th grade state test, or on Advanced Placement or IB tests. For showing proficiency in the second language, students can either earn proficient scores on nationally recognized tests — or meet a 3.0 grade point average after four years of language classes.

Although educators say the law sends a message of support for bilingual education, that last criteria (sic) is one part of what has some concerned.
