ACTFL invites qualified individuals to apply to become proficiency testers. In your training, you will be learning to administer and rate Oral Proficiency Interviews (OPIs) according to the ILR scale, which is typically used by the US government. Certified Testers conduct tests as independent contractors for the ACTFL Testing Office, and are paid on a per test basis. As a certified ILR OPI tester, you may be eligible for other freelance/consulting assignments with ACTFL.

New York ed officials may ask for $35 million to revamp state tests — and bring back foreign-language Regents exams

New York’s top education policymakers may ask legislators for roughly $34.9 million to help redesign state assessments, according to draft budget priorities discussed at a Board of Regents meeting on Monday.

The potential funding request, which was unveiled with a host of other possible priorities for the legislature, would go towards translating grades 3-8 math exams into different languages, reinstating foreign-language Regents exams, and preparing for “project-based assessments,” which evaluate students based on a series of tasks or projects.

The Teachers of Critical Languages Program, a program of the Bureau of Educational and Cultural Affairs of the U.S. Department of State, is designed to increase the study and acquisition of important world languages in U.S. schools. This program enables primary and secondary schools to strengthen their teaching of Mandarin and Arabic by bringing Chinese, Egyptian, and Moroccan teachers to the U.S. to teach their native languages and culture for an academic year. Learning Mandarin is critical to the educational and economic success of American students.

The U.S. Department of Education reported that after Spanish, Mandarin was the most popular dual-language education program implemented by individual states in 2013.

Still, we have a lot of ground to make up if we are to equip our students with the necessary language tools to engage with the world's second-largest economy. While China boasts more than 300 million English-language learners, there are only 200,000 K-12 Mandarin language learners here in the U.S. Further, English classes are mandatory for Chinese K-12 students, but less than 0.4 percent of American K-12 students are currently studying Mandarin.

Universities Prepare for a Cold War Redux

In Rhode Island, the U.S. Naval War College has launched the Russia Maritime Studies Institute, created partially “in response to a resurgent Russian military that has enabled Moscow to assert itself in Ukraine.” Meanwhile, undergrad interest in Russian courses is on the rise, especially in feeder schools for the American intelligence community. Georgetown University, for one, has added programs over the past two years, and enrollment in one Russian foreign policy class has increased by at least a third. The stakes are high, says Angela Stent, who served as an adviser on Russia to both George W. Bush and Bill Clinton, and is now director of Georgetown’s Center for Eurasian, Russian and East European Studies. “We’re not in a Cold War,” she adds, “but we’re certainly in a Cold War 2.0.”

The shift follows decades of relative indifference from the West, which began after the collapse of the Soviet Union as a world power. Slavic departments suffered severe cuts through the turn of the century, the Berlin Wall came down and the aftermath of 9/11 combined with the economic ascent of China pushed the next generation of global affairs students toward Arabic and Chinese studies instead. At the same time, fewer students went on to earn graduate degrees focused on Russia. During the height of the Ukraine crisis and Crimea takeover in 2014, federal lawmakers stopped funding Title VIII, the program that supported much of the postgrad research and language training in Eastern Europe.
