Project-Based Learning has a rich and productive history extending for over 100 years. Embark on a journey of discovery to better understand project-based language learning (PBLL) and explore its connections with 21st Century Skills, content-based instruction, performance assessment, and your own instructional context. This year’s Online Institute will feature a special focus on interculturality, the ability to inhabit and interpret different cultures and to reflect upon one’s own culture through the lens of another culture’s values. Experts in the field will guide you through the creation of a project blueprint. Connect with colleagues who have a common interest in quality PBLL implementation.

Complete Option 1 as part of a facilitated cohort or Option 2 via self-paced study. Successfully complete all assigned tasks and earn an NFLRC digital badge, which qualifies you to apply for the NFLRC PBLL Intensive Summer Institute offered each year in Honolulu.

The registration deadline for Option 1 is January 22, 2016. The deadline for Option 2 is May 31, 2016.

As Demand Grows for World Languages, State Supervision May Be Required

The Rhode Island Foreign Language Association is calling for a new post at the State Department of Education to oversee foreign language education in public schools.

Association President Erin Papa points to several districts, including Providence, Pawtucket and South Kingstown, that have recently added bilingual, or dual language programs. She believes there is a need for better coordination of these programs, and a state official who can oversee the development of curriculum, teacher training and quality measures.

…Officials at the Rhode Island Department of Education say they have sought funding for a foreign language coordinator in the past but never received it. World languages are a component of the state's strategic plan for public education, but a state-level post was not part of RIDE's budget request for 2017.

Title: ACTFL Position Statement: Demonstrating Educator Effectiveness and Documenting Student Growth

On November 22, 2015, ACTFL released the following position statement:

The educator is the catalyst for developing learners’ language proficiency and global competence so that learners are prepared to interact and communicate successfully in the global community. Student growth and educator effectiveness are intrinsically connected. The purpose of demonstrating student growth is to show learners’ progress toward higher levels of proficiency while using language in a culturally appropriate manner. In addition, measures of student growth show the educator’s impact on student language learning, taking into consideration each learner’s engagement and motivation for learning. Such evidence will also demonstrate for multiple constituencies the value of successful language learning and teaching. Educator effectiveness and individual student growth are best measured based on frequent and multiple measures of language performance over time, demonstrated by each learner, connected with evidence specific to language learning rather than from other subject areas, and indicating growth in language performance through:

  •   balanced evidence of learners’ performance across the three modes of communication (Interpersonal, Interpretive, and Presentational)
  •   performance assessments, aligned to NCSSFL-ACTFL Can-Do Statements or progress indicators set by state standards
  •   informal and formal assessments of language learning
  •   web-based and comprehensive portfolios

Utah Unveils New Wrinkle For Seal of Biliteracy Honor

Utah is the 15th state to adopt an official seal of biliteracy, an honor that promotes bilingualism among K-12 students by offering special recognition for graduates who demonstrate fluency in two or more languages.

But it may the first in one respect. Following the recommendation of the nation's leading bilingual education groups, officials in the Beehive State will establish a two-tier seal of biliteracy to separately honor advanced and intermediate speakers.

The two-tier biliteracy seal was among the recommendations presented by the American Council on the Teaching of Foreign Languages (ACTFL) and other organizations that drafted recommendations for the seal of biliteracy in spring 2015.

A free and accessible webinar is scheduled for January 19, 2016 at 3 pm EST for the Documenting Endangered Languages Program, which is a joint U.S. funding initiative led by the National Science Foundation and the National Endowment for the Humanities. DEL grants include fellowships, doctoral dissertation research improvement grants, workshops/conferences, tribal college-research university collaborations, and standard senior grants. U.S. based institutions are eligible to apply for these grants; these include universities, colleges, tribal colleges and universities, tribal-serving institutions or tribal nations, and non-profit, non-academic institutions.

The NSF Program Director for Documenting Endangered Languages, Dr. Colleen Fitzgerald, will lead a webinar on Tuesday, January 19, 2016 at 3 pm Eastern Standard Time for those interested in submitting. The next deadline for the program will be September 15, 2016.

This webinar is free and will be archived and accessible later to participants and others. Webinar attendees *must* register in advance to participate.

Title: National Post-Secondary Russian Essay Contest

In 1999, American Council of Teachers of Russian launched the National Post-Secondary Russian Essay Contest, which has become a signature Russian language contest for university students around the country.

Teachers whose students are participating in the contest receive the essay topic in late January. Students write their essays on 1-15 February at a time selected by the instructor at each institution. Three judges in Moscow independently review the essays and winners are announced in April.
