The Program Director is a key staff member of the Center for Lao Studies (CLS). Reporting to the Executive Director, he/she provides planning and program leadership in all areas of the Center for Lao Studies. The Program Director is responsible for program management, development, recruitment strategies, promotion, outreach, fundraising, and assessment and evaluation. CLS’s programs includes: Lao Oral History Archive, Summer Study Abroad in Laos, Publications, Journal of Lao Studies, and the International Conference on Lao Studies. In a recent interview with The Chronicle, Maureen McLaughlin, the department's director of international affairs, said it was trying to be more deliberate and intentional in its international efforts. "We didn't previously have a strategic framework for the things we would engage in and those that we weren't going to internationally," said Ms. McLaughlin, who has led an internal working group to develop a global plan. Maxwell August 1, 2012 New York has now joined California to offer a special "seal of biliteracy" to high school graduates who demonstrate proficiency in English and at least one other language. Gov. Andrew Cuomo signed the legislation yesterday making it official. As you've already read in this space before, California was the first to establish this special recognition for multilingual graduates and just recently reported that more than 10,000 graduates in the class of 2012 had earned the distinction. Californians Together, a nonprofit group that advocates on behalf of English-language learners, conceived of the biliteracy seal and has been a strong advocate for other states to adopt a special recognition of students with multilingual skills, including those who demonstrate proficiency in American Sign Language. The seal is intended for all students, including ELLs. Will this catch on in other states? Certainly, California and New York are often trend setters when it comes to public policy, and, with a growing interest and commitment to developing bilingual citizens in states such as Utah, I think the answer is probably yes.

By Melinda Rogers August 1, 2012 This year, approximately 14,000 children will start school in dual immersion programs in Utah, taught in Spanish, French and Chinese. Portuguese will be offered for the first time in 2012, provided by programs at three elementary schools in the Alpine, Murray and Provo school districts. Demand is greater than the number of chairs open for students, said Gregg Roberts, world-language specialist and dual language-immersion specialist at the Utah State Office of Education. Roberts attributes the interest to the savviness of parents, who know there are economic benefits for people who can speak another language. State Superintendent Larry Shumway has set a goal to have 30,000 students enrolled in dual immersion programs at 100 elementary schools by 2015, Roberts added. Body: From http://www.unric.org/en/latest-un-buzz/27753-media-plays-vital-role-in-empowering-indigenous-rights-un-experts- Media plays vital role in empowering indigenous rights – UN experts August 8, 2012 In light of this year’s theme “Indigenous Media, Empowering Indigenous Voices”, the Expert Mechanism on the Rights of Indigenous Peoples and the Special Rapporteur on the rights of indigenous peoples, James Anaya, have stressed the vital role that media can play in the respect for, and the promotion and protection of, indigenous peoples’ rights. The right of indigenous peoples to establish their own media in their own languages is a key right in the Declaration on the Rights of Indigenous Peoples (article 16). The Expert Mechanism, in its 2012 study on indigenous peoples’ languages and cultures, highlights that media can be an essential tool for the revitalization of indigenous languages, especially in the education of indigenous children. The Special Rapporteur, James Anaya, has similarly emphasized the importance of media for maintaining indigenous languages as well as for exercising and defending indigenous peoples’ rights. Indigenous media can reduce the marginalization and misinterpretation of indigenous voices, which has been detrimental to their attempts to secure an understanding of, and respect for, their rights within the broader societies in which they live.
