Title: Toolkit of Resources for Engaging Families and the Community as Partners in Education

The Institute of Education Sciences’ Toolkit of Resources for Engaging Families and Community as Partners in Education provides resources for school staff to build relationships with families and community members and to support family well-being, strong parent-child relationships, and students’ ongoing learning and development. Originally developed for the Guam Alliance for Family and Community Engagement in Education, the Toolkit is based on information from a variety of sources that address engagement in diverse communities. As a result, the Toolkit is applicable in a variety of contexts—and wherever school staff are interested in enhancing engagement of families and community members. The Toolkit is divided into four parts, and each includes a series of activities that can be used with family and community members, as well as other diverse cross-stakeholder groups. The Toolkit offers an integrated approach that helps school staff understand how their own cultural experiences and backgrounds influence their beliefs and assumptions about families and community members, and consequently influences their efforts to engage others in support of student learning. It also addresses how to build a cultural bridge through cross-cultural communication and how to use strategies that build trust between families, community members, and schools. In addition, the Toolkit helps school staff understand how to use two-way communication with families to gather and share data about student interests, progress, and outcomes.
The four parts of the Toolkit are:
Part 1: Building an understanding of family and community engagement
Part 2: Building a cultural bridge
Part 3: Building trusting relationships with families and community through effective communication
Part 4: Engaging families and community members in data conversations

Title: U.S. Department of Education Releases Guidance on English Learners

On September 23, the U.S. Department of Education released non-regulatory guidance to help states, districts and schools provide effective services to improve the English language proficiency and academic achievement of English learners (ELs) through Title III of the Elementary and Secondary Education Act ESEA), as amended by the Every Student Succeeds Act (ESSA). The guidance is an effort to ensure that students who are English learners receive the high-quality services they need to be college and career ready.
This guidance includes information and resources for state, district, and school personnel, including:
• Use of Title III funds to serve ELs;
• Design and delivery of language instruction educational programs, which include educators of ELs;
• Key information on family, parent and community engagement;
• Key information on distinct populations of ELs, including early learners, former ELs, immigrant students, and ELs who are also students with disabilities;
• Clarifications of the rights ELs have under federal civil rights law related to supports and services;
• A list of publications and resources for administrators and educators who work with ELs

Philip Haines of the Oxford University Press writes, ”Many ELT student books come with audio scripts at the back. However, these are sometimes not exploited to the full. Here are 25 ideas for how to make better use of this resource. There are suggestions for using the audio script before listening to the audio, while listening to the audio and after listening to the audio.”
