The seemingly simple step of recording and calling a student by the correct name can have consequences when mistakes happen

Experts who work with Indiana’s growing population of English language learners say that taking the seemingly simple step of learning the correct spelling and pronunciation of students’ names is critical to helping them adapt to what is often a drastically different environment from what they knew in their home countries.

“Your name is your identity,” said Jessica Feeser, who directs the English language learners program at Indianapolis Public Schools. “It’s how you relate to yourself. The easiest thing you can do to build relationships with your students is just to pronounce their name accurately and correctly. We cannot underestimate the importance that acculturation has in a child’s success in school.”

While the literature on learning disabilities and on second-language acquisition is relatively extensive within the field of education, less is known about the specific characteristics and representation of English learner students with learning disabilities. Because there are no definitive resources and processes for identifying and determining best placement for English learner students with learning disabilities, schools, districts, and states struggle with this issue. As a result, English learner students who may or may not have learning disabilities are both over- and underrepresented in special education. This report aims to inform policymakers interested in developing procedures, including the use of guidelines and protocols, for identifying, assessing, and placing English learner students who may or may not have learning disabilities. The report describes 1) the key issues discussed in the research literature and 2) current state procedures for the 20 states with the largest English learner populations.

ETS is happy to announce the fourth annual TOEFL English-language Researcher/Practitioner Grant Program. The purpose of the TOEFL English-language Researcher/Practitioner Grant program is to enable practitioners to become involved in ETS's efforts to promote English language learning and to support education and professional development for English-language teachers worldwide through ETS's assessments and services. This year’s specific program goal is to compile data from diverse language-learning contexts and to summarize the compiled data in order to better understand the complexities of English language learning and teaching.

Grantees will investigate changes in English-language proficiency levels in relation to teaching and learning in their particular contexts. Chiefly, grantees will:

-    administer the TOEFL iBT or TOEFL ITP test at least once before and after an instructional period
-    conduct student background surveys (provided by ETS)
-    collect student performance samples (e.g., audio or video recordings of speech and/or writing assignments)
-    organize and analyze the test and survey results
-    Technical assistance from ETS is available if needed.
-    write a research report that provides detailed descriptions of the instructional program, the test and survey administrations, performance samples, and analysis results

Successful applicants will receive funding of US$5,000–$10,000.

The deadline for receipt of application materials is September 30, 2015.
