Written from a non-Western perspective, this book exposes the inadequacy of oppositions such as native vs. non-native Englishes and English vs. New Englishes. It explains why the label 'World Englishes' captures both what the different Englishes share and how they differ from each other. It also criticizes the kinds of power asymmetries that have evolved between the Inner, Outer, and Expanding Circles of English, while showing the extent to which the Outer Circle has enriched their common language and made it suitable for both its heritage and non-heritage users. The narrative is grounded in a wealth of historical knowledge, especially that of the colonization of the Outer Circle. Readers are invited to compare the spread and differentiation of English with those of Latin, which evolved into the Romance languages. This comparison may leave the reader asking: could English break up into Anglian languages?

Diversity in African Languages contains a selection of revised papers from the 46th Annual Conference on African Linguistics, held at the University of Oregon. Most chapters focus on single languages, addressing diverse aspects of their phonology, morphology, semantics, syntax, information structure, or historical development. These chapters represent nine different genera: Mande, Gur, Kwa, Edoid, Bantu, Nilotic, Gumuzic, Cushitic, and Omotic. Other chapters investigate a mix of languages and families, moving from typological issues to sociolinguistic and inter-ethnic factors that affect language and accent switching. Some chapters are primarily descriptive, while others push forward the theoretical understanding of tone, semantic problems, discourse related structures, and other linguistic systems. The papers on Bantu languages reflect something of the internal richness and continued fascination of the family for linguists, as well as maturation of research on the family. The distribution of other papers highlights the need for intensified research into all the language families of Africa, including basic documentation, in order to comprehend linguistic diversities and convergences across the continent. In this regard, the chapter on Daats’íin (Gumuzic) stands out as the first-ever published article on this hitherto unknown and endangered language found in the Ethiopian-Sudanese border lands.

The American Association of Teachers of Slavic and East European Languages will hold its next conference February 1-4, 2018, in Washington, DC.

The AATSEEL Program Committee invites proposals for panel stream topics for the 2018 conference in Washington, DC. These streams will promote greater cohesion among conference panels and foster a broader dialogue throughout the conference. The result can be a series of mini-conferences within the framework of our larger conference. All conference attendees are welcome to attend stream panels, but participants in a stream are expected to attend all of the panels in their stream.

Stream topic proposals should consist of a 200-word abstract describing the stream as a whole and a list of 4-6 potential participants (you need not yet have firm commitments from them) and should indicate whether you prefer a 2 or 3 panel stream. These should be sent via email to the Program Committee Chair, Jon Stone (jon.stone@fandm.edu), by March 1, 2017.

Individual paper proposals as well as pre-formed panel and roundtable proposals will continue to be accepted, as usual, exclusively through the AATSEEL website (the April 15 and July 1 deadlines remain the same). Call for Abstracts - Recognizing Sign Languages: An International Overview of National Campaigns for Sign Language Legislation and Their Outcomes

This edited collection surveys national advocacy campaigns for the legal recognition of sign languages around the world and the legislation which sometimes resulted from these campaigns. Each chapter will focus on a country’s campaign, its outcomes in terms of the type of sign language legislation achieved versus desired outcomes and deaf community expectations for this legislation. Chapters will cover strategies used in achieving passage of this legislation, including alliance building and negotiations with governments and other stakeholders, as well an account of barriers confronted in the legislative process and how these were or were not overcome. The legislation will be summarized and chapters will look at the work undertaken in the implementation of the law, including language promotion bodies and the policy-making processes post-passage. This includes evaluation of the success of the legislation vis-à-vis deaf community goals. Chapters will set sign language laws within their national settings, with reference to the language policies and the status of other minority languages of that country.

Submit a one paragraph abstract by March 6, 2017.
