ensure that the youth are given a fair opportunity to lead
one day, the NATIVE YOUTH LEADERSHIP ACADEMY with trainers
Robert Johnson (Creek), Marcus Guinn (Osage), Jillene
Joseph (Gros Ventre), is designed to provide the tools
required to be positive leaders of our communities. for
youth ages 12-17 that have demonstrated leadership
abilities through school studies, sports, community or
other activities. No drinkers, gang members or failing
students. for youth who want to make a positive difference
for their people. Objectives: To develop leadership
skills; To provide an opportunity for youth to practice
leadership skills; To challenge youth for positive change
and growth; Topics: Native Wellness model, Native
leadership styles and characteristics, Making speeches,
Culture and spirituality, Positive role modeling and
healthy lifestyles, Vision, planning and goal setting,
Communication skills and working with others.
$350 fee covers lodging and meals, training manual, breaks and
certificate; Co-sponsored by NIKE. Participants will spend
one day at the NIKE World Headquarters. Limited to 80
youth. Adult sponsor ratio: 1 chaperone per 7 youth,

The Digest of Education Statistics, 2002 has been released on the web.
The 2002 edition of the Digest is the 38th in a series of publications
initiated in 1962. Its primary purpose is to provide a compilation of
statistical information covering the broad field of American education
from prekindergarten through graduate school. The publication contains
information on a variety of subjects in the field of education statistics, including the number of schools and colleges, teachers, enrollments, achievement, dropouts, graduates, educational attainment, finances, federal funds for education, libraries, and international comparisons of education. The Digest includes a selection of data from many sources, both government and private, and draws especially on the results of surveys and activities carried out by the National Center for Education Statistics (NCES).

RESOLUTION
Designating the years 2004 and 2005 as `Years of Foreign Language
Study'.
SECTION 1. DESIGNATION OF YEARS OF LANGUAGE.
(a) SENSE OF THE SENATE- It is the sense of the Senate that foreign
language study makes important contributions to a student's cognitive development, our national economy, and our national security.
(b) DESIGNATION AND PROCLAMATION- The Senate--
(1) designates the years 2004 and 2005 as `Years of Foreign Language
Study', during which foreign language study is promoted and expanded
in elementary schools, secondary schools, institutions of higher
learning, businesses, and government programs; and
(2) requests that the President issue a proclamation calling upon the people of the United States to--
(A) encourage and support initiatives to promote and expand the study of foreign languages; and (B) observe the `Years of Foreign Language Study' with appropriate ceremonies, programs, and other activities.

Special Opportunity for Teachers of Less Commonly Taught Languages
Opportunity Knocks! The Center for Advanced Research on Language
Acquisition (CARLA) at the University of Minnesota is pleased to
offer a special last minute opportunity for LCTL teachers to attend a
CARLA Summer Institute.
The special waiver covers the cost of the initial registration fee
for any CARLA institute--a $350 value! Waivers are available to
practicing LCTL teachers in a K-16 educational setting in the United
States.
The CARLA summer institutes are each week-long professional
development programs held during the weeks of July 28 - August 1,
August 4-8, and August 11-15, 2003. The institutes offered this year
are:
Developing Materials for Less Commonly Taught Languages (LCTLs)
Maximizing Study Abroad: Strategies for Language and Culture Learning
Basics of Second Language Acquisition for Teachers

Special notes: Scholarships do not include funding for travel,
accommodations, per diem, or cost for graduate credit. Only one
scholarship will be awarded per person. We have 11 fee waivers
available and they will be given away on a first-come, first-served

soon!
