Bush signed Executive Order 13216, re-authorizing the President's Advisory Commission (Commission) and the federal Interagency Working Group (IWG) on Asian Americans and Pacific Islanders (AAPIs). The Office of the White House Initiative on AAPIs was also established to coordinate the activities of the Commission and the IWG. The federal Interagency Working Group (IWG) is composed of Deputy Secretaries and their equivalents from all fourteen executive departments and from nineteen independent agencies, selected for their relevant impact on the AAPI communities. This body, along with the Commission, advises the President through the Secretary of the Department of Health and Human Services on Initiative activities. The work of the IWG is supported by a Coordinating Committee (CC), composed of senior-level designees from all thirty-three departments and agencies that participate in this Initiative. The CC serves as the implementation arm of the IWG. Under the Intergovernmental Personnel Act (IPA), Federal agencies are able to make temporary assignments to or from States, local governments, institutions of higher education, Indian tribal governments, and other eligible organizations (including organizations representing State or local governments, associations of public officials, and non-profit policy organizations). These assignments enable employees to serve with Federal agencies for periods of up to two years without loss of employee rights or benefits. In most instances, the individual's salary and benefits at the home university or organization will remain in place. The White House Initiative on AAPIs has an opportunity for a policy analyst(s) to act as a Federal Liaison to spend a period ranging from one to two years with a specific focus on meeting the health, education, welfare, economic and community development needs and the overall well-being of the Asian American and Pacific Islander (AAPI) populations as mandated by the President's executive order. Incumbent's general duties and responsibilities include: · Serves as the federal liaison between the Office of the White House Initiative on AAPIs and the thirty-three Federal agencies enlisted to work on the White House Initiative on AAPIs. Coordinates meetings, develops agenda, and facilitates the activities of the federal Interagency Working Group (IWG) and Coordinating Committee (CC). · Performs analytical work that contributes to increasing opportunities and improving access to Federal programs and services for the nation's AAPI populations. Plans, develops, monitors, implements, and evaluates current or projected programs or projects to assess their success in achieving objectives of the White House Initiative on AAPIs. · Conducts studies and performs other analytical work related to the planning, development, organization, administration, evaluation, and delivery of a broad range of public policy programs related to AAPIs. · Provides technical assistance, consultation, and guidance to national, state, and/or local agencies, community-based organizations, or research entities regarding the development, extension, and improvement of studies, programs, systems, strategies, and services that span issues of health, economic and community development, education, immigration, and more specific to the AAPI populations.
