They remind me of a movement in the 1960s to get lawyers and government agencies to speak and write so other people could understand them. The movement must have been somewhat successful, given that there is a "Plain English Foundation," which teaches people to write in plain English. It could not have been entirely successful, however, since there is also a "Plain English Campaign," which works to do away with "gobbledygook" in public communication. But, of course, this is not the kind of "plain English" that I have been reading about lately. This new usage of "plain English" is related to No Child Left Behind Act (NCLB), and the equity issues that are raised by trying to assess English language learners (ELLs) in a language that they don't yet fully understand.
