A new extended analysis of California schools finds that how elementary schools focus their time and energies, and what resources they have for doing it, can make a powerful difference in the academic achievement of English Learner students from low-income backgrounds.

The report identifies four educational practices associated with higher performance among elementary English language learners. The four practices include: using student assessment data extensively, ensuring access to good teachers and instructional resources, closely aligning the curriculum with state academic standards, and setting measurable and ambitious goals for student achievement.
