An American student travels abroad, changing places with a student in another country. The experience is supposed to enlighten everyone involved. But Maynard school leaders say that educating those exchange students costs money, and it's time to consider charging them tuition. Superintendent Mark Masterson is drafting a policy that would require foreign students to pay about $12,000 per year.
