NEW YORK: This city has dozens of small public schools that focus on themes, such as sports careers, the arts, and social justice. Few generate any controversy. Then, someone decided to start an Arabic-themed school.

"Jihadi," "public madrassa," and "segregationist" are just a few of the labels tossed at the plan. Conservative Web sites have seethed against the idea, as have some members of the public. Even concerns about finding space for the school have been coupled with questions about security.

The Department of Education has found a temporary site for the Khalil Gibran International Academy, a public school devoted to the study of Arabic language and culture that is scheduled to open in September.

The school will be put in a building at 345 Dean Street in Boerum Hill, Brooklyn, that currently houses the Brooklyn High School of the Arts and the Math and Science Exploratory School, a middle school.

Last Friday, the department canceled plans to place Khalil Gibran in the same building as Public School 282, an elementary school in Park Slope. The department had faced opposition from the parents at P.S. 282, who objected to sharing the space. And some conservative columnists had condemned the school, saying it could promote radical Islam.

New York City is breaking up large, ineffective school districts into smaller and more successful academies. Because of funding provided by Bill and Melinda Gates, schools are experimenting with

* The Peace and Diversity Academy
* Academy for Careers in Sports
* The Food and Finance High school
* Academy for Hospitality and Tourism
* Academy for Visual Arts and Theater

Specialty academies have created much interest in education and many other states are doing the same. Debbie Almontaser, who has a son serving in the National Guard, thinks the time is right for an Arab academy. Almontaser is a New York City educator of Muslim and Yemeni background and will be the director of the school. She has worked to fight prejudice and stereotyping of Arabs and Muslims after Sept. 11.
