That's better than last year, when 56 percent progressed at least one level and the same percentage reached full proficiency. Local children's advocates said any progress is good, but the district still has a lot of work to do. "We're playing catch-up to the historical neglect in terms of hiring the diverse teachers and staff that should be working closely with these kids," said Eduardo Angulo, the chairman of the Salem/Keizer Coalition for Equality. "The professional development (for teachers) has made a difference, but we know that a major effort needs to be implemented," he said.
