Most of the Japanese language teachers who work with newcomers are concentrated in urban areas, where immigrants and their children are most visible, yet most of the children who require language assistance at school are spread throughout the countryside. Japan is only beginning to make the necessary additions to the system -- from well-defined categories to well-trained teachers -- required to address the needs of these learners.
