The Office of English Language Acquisition (OELA), U.S. Department of Education, will host the Fourth Annual Celebrate Our Rising Stars Summit, Wednesday to Friday, November 30–December 2, 2005, at the Hilton Washington Hotel in Washington, DC.

The theme of the fourth OELA Summit is "From Essential Elements to Effective Practice." The Summit will feature interactive sessions with staff from the U.S. Department of Education, OELA, and the country's leading researchers and education practitioners. How ELLs achieve at the district and the classroom level will be examined, and the Summit focus will highlight classroom strategies that have demonstrated effectiveness and the systems surrounding the classroom that support these strategies and allow them to work well. The latest reading research findings will be presented by practitioners, including findings based on neuroscience.

The Summit IV sessions will be targeted to the many and varied audiences who serve ELL students: Title III subgrantee administrators, teachers and other instructional personnel, researchers and parents, national, state and local policy makers and State Education Agencies (SEAs), Native Americans grant recipients, Foreign Language Assistance Program (FLAP) grantees, Professional Development NCLB grantees, and former Title VII professional development grantees. The Summit will begin November 30, 2005 at 8:00 a.m. and end December 2, 2005 at approximately 12:45 p.m.
