In 2002, the US government commissioned a report comparing the efficacy of bilingual and English-only immersion programs as part of a movement toward applying scientifically-based research to their decision-making processes, but the government now says it will allow the panel of researchers to choose their own publisher. While critics accuse the Bush administration of refusing to publish the report because it disagrees with the findings, others play up the potential for having the results published in a highly visible forum.
