Senate to Debate Amendment Restoring Funding for Bilingual Education Next Week CONTACT YOUR SENATORS AND URGE A YES VOTE ON THE HISPANIC FUNDING AMENDMENT

The Senate bill, S. 1356, funding federal education programs is scheduled for floor debate on Tuesday, July 15, 2003. The senate bill provided substantially less funding for education programs than the House bill (an increase of only $1.5 billion, or a 2.8% increase over current funding levels).

The Senate bill CUTS Bilingual Education by $20.5 million proposing only $665 million for FY2004. Bilingual Education is currently funded at $685.5 million.

NABE and its coalition partners are supporting a Senate Hispanic Education Amendment that would increase funding for Bilingual Education to $750 million for FY04. Senator Jeff Bingaman (NM) or Senator Harry Reid (D-NV) will sponsor the Hispanic Restoration amendment.

Other programs included in the Hispanic restoration amendment include:

Title III Bilingual Education increase from $665 million to $750 million, an increase of $85 million HEP/CAMP increase from $28 million to $40 million, an increase of $12 million Migrant Education Programs increase from $396 million to $400 million, an increase of $4 million Dropout Prevention from $0 to $15 million, an increase of $15 million Hispanic Serving Institutions from $93.6 million to $98 million, an increase of $4.4 million Parent Information Centers from $42.2 million to $55 million, an increase of $12.8 million

ACTION:
We need NABE Members to call your Senators, especially your Republican
Senators and urge bipartisan support for the Hispanic Education Funding Amendment. The Senate will start debate on the Amendment as soon as Tuesday, July 15th.

- Give your name and address and tell them you are a constituent and ask to speak to the Senator or the staff responsible for education funding.

HOUSE ED FUNDING:

The House passed H.R. 2660, the FY 04 Labor, HHS, Education and Related Agencies Appropriations Bill on Thursday, July 10, 2003. The House bill freezes bilingual education at the current FY03 level of $665 million.
