A new state test which may produce inaccurately high scores is predicted to reduce funding for Arizona students who are struggling to learn English. The number of students passing this year was double that of a normal year. One reason cited for the discrepancy is that while the old test required students to pass three parts (reading, writing, and oral), the new test uses a composite score which could conceivably average out extreme high and low scores.
