More than 700,000 Vietnamese refugees came to the United States a generation ago. Many have found success, but most lacked the resources upon their arrival to ensure a good start. Today, their high rates of poverty and incarceration and low levels of English literacy are an ironic side-effect of being one of the most cohesive Asian minorities in the nation.
