Ensuring reliable and valid speaking assessment Developing valid assessments, Luoma argues, requires developers who "define the kind of speaking they want to test in a particular context; develop tasks and rating criteria that test this; inform the examinees about what they test; and make sure that the testing and rating processes actually follow the stated plans" (p. 28).
