The scholastic ability of college students has fallen in recent years as Japan
has tried to reduce the number of hours students spend in class, according to
recent surveys by the Organization for Economic Cooperation and
Development and the National Institute of Multimedia Education (NIME). The
changes have affected English skills and prompted rises in remedial
education.
