Kentucky schools are moving steadily toward universal foreign language instruction, and the state board of education took the latest step Wednesday when it voted to proceed with a world language program review for high schools and to direct elementary and middle schools to begin planning for competency in languages and global competency.

All public schools within the next few years will be held accountable for teaching foreign languages and preparing them for global competency, which the Kentucky Department of Education defines as a combination of international awareness, appreciation of cultural diversity, proficiency in languages and competitive skills.
