Tom March and Bernie Dodge created WebQuests in 1995 and, since then,
WebQuests have taken on a life of their own. On his site, Best

Tom separates "the best from the rest." He does this by using an assessment
matrix that assesses WebQuests on eight traits. His list of the best includes
only 4 WebQuests in the area of foreign languages.
