If approved by a federal judge, the modified consent decree will mandate several new standards for teaching more than 36,000 students as they work toward English proficiency while also mastering academic content. The proposed modifications, to be phased in over three years, include improvements to teacher training, student placement and exit procedures, parent communication and oversight — including a study of the program's effectiveness to be completed by 2015.
