The U.S. Department of Education announced a new interactive
Declaration of Rights Web site to inform parents of English Language
Learners about No Child Left Behind and their rights under this historic
law. This sight, with streaming video, is bilingual in English and Spanish.

Right now there are 5 million children whose first language is not English in
America's public schools. These children are speaking some 400 different
languages, and keep in mind that 80 percent of these children speak
Spanish.
