The aim of this publication is to address the needs of English language learners (ELLs) within Comprehensive School Reform (CSR) because, according to the authors, despite the concurrent growth of ELLs and CSR, this area has been inadequately considered. The handbook provides information, strategies, resources, and tools for using No Child Left Behind's Comprehensive School Reform program as an opportunity to make schools more responsive to and responsible to ELLs.
